On March 1st, 1980, the United Nations Security Council passed Resolution 465 condemning Israel, ordering it to dismantle settlements on the West Bank and in Jerusalem. On Carters's orders, our U.N. ambassador voted to go along with this resolution. Immediately, cries of outrage came down on the administration. And so, two days later, after much embarrassment Carter told a stunned world that our U.N. vote was really a mistake—a breakdown of communications. But nobody was fooled. And our flip-flop foreign policy was once again exposed to world ridicule. • Reagan agrees. Ronald Reagan's position on the U.N. resolution is clear and unequivocal. Shortly after Carter's "mistake" yes vote, Reagan said: "I would have directed the Ambassador to vote 'no.' "When we jeopardize Israel's security by actions such as the U.N. vote we are not only letting down an ally, but we are also impairing our own security." This is a crucial election for the United States and Israel. Never before have re- lations between the two countries reached such a critical state.
