THE DETROIT JEWISH NEWS Senator Blocks Early Accord on U.S.-Israel Tax Legislation WASHINGTON (JTA) — The new U.S.-Israel tax agreement, which seeks to avoid double taxation and includes provisions regard- ing deductions of taxable income for certain charita- ble contributions, probably will not be considered by the Senate until after the new Congress convenes in January. Senatorial sources said one factor for the delay is the objection by Sen. Mike Gravel (D-Alaska) to refer- ring the agreement, which is a protocol to the Israeli- U.S. treaty, to the Senate Foreign Relations Commit- tee. Gravel wants the Senate Finance Committee, of which he is a member, to consider the agreement, too. Gravel was defeated in the primary race by a Jewish candidate his bid for re- election. Israeli officials say Iraq has three goals in its war on Iran: to acquire supremacy in the Persian Gulf area; to depose the Ayatollah Ruhollah Khomeini; and to take over the Arab- populated, oil-rich area of Khuzistan in southern Iran.
