Meanwhile, in West
Germany, the Jewish com-
munity and other victims of
Nazism are deeply dis-
turbed by the apparent
apathy of the authorities in
the face of increasingly vio-
lent activities by neo-Nazi
park-military groups. A
case in point is the outlawed
"Wehrsportsgruppe
Hoffmann" which the Pro-
secutor General originally
held responsible for the Ok-
toberfest bombing in
Munich last Friday that kil-
led 12 people and injured
213. The Bavarian Interior
Ministry said Tuesday that
it suspected the group had
links with the Palestine
Liberation Organization

and Libya.
The group's self-styled
"Fuehrer," Karl-Heinz
Hoffmann, 42, was arrested
along with five of his associ-
ates. All were released
Monday for lack of evidence.
According to the pro-
secutors office, there was no
urgent suspicion" of their
involvement. Instead,
police believe the bombing
was the work of one man,
21-var-old Gundolf
KhoTer, a student who be-
longed to the Hoffman
group. He died in the blast.
The
history
of
"Wehrsportsgroppe
Hoffman" 'which mas-
queraded as a sports club,
seems to bear out charges
that the West German
authorities and political
leaders have underesti-
mated the neo-Nazi danger.
As early as 1974 the group's
activities were widely re-
ported in German news
media. Police in Nuremberg
where the organization was

Arabs Ask More
IMF Vote Power

WASHINGTON (JTA) —
Behind the demand of the
Arab states for the recogni-
tion of the Palestinian Lib-
eration Organization by the
World Bank and the Inter-
national Monetary Fund
(IMF) is the much wider
issue related to their desire
to inwease Arab voting
power and a commensurate
decrease in the strength of
the industrialized democ-
racies in the affairs of the
World Bank group.
The increase in Arab;
power would thus enable
the oil-producing states to
ease the way for PLO recog-
nition.
Banking authorities ex-
plained that the oil-
producing countries want
more authority than they
have and that the PLO issue
is merely a facet of their aim
for greater strength.
The issue is being dis-
cussed by the joint proce-
dures committee chaired. by
pro-PLO Tanzanian Fi-
nance Minister Amir
Jamal.

government in Bavaria

no unconstitutional aims
could be attributed to his
organization.
Hoffmann and his sup-
porters engaged in military
training in an old castle
near Nuremberg. Hoffman
was brought to trial for il-
legal wearing of uniforms.
But the prosecution was un-
successful.
At a second trial he was
found guilty and fined 8,000
Marks. The sum was easily
raised by the right-wing
National Zeitung, the most
widely-circulated neo-Nazi
publication in West Ger-
many.

Eventually, Hoffman was
tried for violating the law
against possession and use
of firearms and was found
guilty.
Last January, Federal
Interior Minister
Gerhard Baum banned
the organization. A police
raid on its headquarters
yielded a quantity of mili-
tary materiel including
an old tank. But the
group's activities contin-
ued.
Last Saturday, in the
wake of the Munich bom-
bing, a police raid turned up
more military equipment
and explosives in members'
homes. But according to the
prosecutors office, they
were not related to the exp-
losion in Munich.
The Werhrsportsgruppe
Hoffman has a membership
of about 400, making it the
largest neo-Nazi para-
military organization in
West Germany. During the
past few months its gangs
frequently clashed with

Refusnik Jailed
for Parasitism'

NEW YORK (JTA)
Dmitri Shchiglik, 53, has
been found guilty of
parasitism" and "malici-
ous evasion of payment for
support or maintenance" of
his first wife and sentenced
to one year in a labor camp,
it was reported by the Na-
tional Conference on Soviet
Jewry (NCSJ).
Shchiglik, who has been
applying for an exit visa
since 1973, was sentenced to
one year on the charge of
parasitism and six months
on the charge of non-
support, but is serving the
two sentences concurrently.
