In the Knesset, Badian
holds the position of deputy
chairman of the committee
on labor and welfare and is a
member of the economic
committee and the state
controller committee. He is
involved in social problems,
welfare, industrial and
relations,
labor
policy,
environmental
urban renewal and con-
sumer problems.
For seven years Badian
served as the executive
head of the graduate
Engineers' Union which
had among its members
some 15,000 engineers, ar-
chitects, chemists,
geologists, agronomists,
meteorologists and others
in different fields of
technology. Upon election
to the Knesset he left that
position and was elected na-
tional chairman of the
union.
Badian was city super-
visor for 12 years of Haifa
and was a member of the
Histadrut Central Com-
mittee. He is a Technion
graduate with a BSc de-
gree in electrical
engineering and a mas-
ter's degree in business
administration from Tel
Aviv University.
Badian was born in
Bukovina, Romania. On his
way to Palestine after
World War II, he was inter-
cepted by the British as an
"illegal immigrant" and de-
tained for two years in Cyp-
rus, where he served as the
head of the self-governing
body of the Jewish refugees
detained at the camps there.

Mayor Arrested
JERUSALEM — The
mayor and two other offi-
cials of the West Bank town
of Qalqiliya, 15 miles
northeast of Tel Aviv, have
been arrested and charged
with incitement for publish-
ing a 47-page booklet that
was not reviewed by the
military and civilian `cen-
sors.
The booklet charges that
the township of Kfar Saba
has dumped sewage in Qal-
qiliya. Some 1,000 copies of
the booklet were printed,
with 500 being distributed
in Jordan and Libya.

week that Israeli soldiers
