Reagan's Personalities Roster and a Carter Defense

Political speculations are
far from conclusive six
weeks before the President-
ial election. 'Yet there are
trends and commitments of
impressive interest.
Locally as well as nation-
ally, prominent Jews are
aligning themselves politi-
cally.
A Committee to Defeat
Carter has been organized
by Yitzhak Ben-Ami, who
for many years was a prom-
inent member of Vladimir
Adabotinsky's Revisionist
MIlionist Movement.
Those on the committee

Eugene Gerstein, S.

the President's re-election.
The Jewish News is
flooded with letters back-
ing both major candi-
dates, as well as John
Anderson. Numerous ar-
ticles have been submit-
ted. The Jewish News has
selected several express-
ing the opposing views on
Carter and Reagan.
The wide interest in the
current Presidential cam-
paign is reflected in many
comments, including the
following excerpt from an
article in Newsweek:
"One White House official
argues that the Israelis, like
the Egyptians, 'have very
good reasons for preferring
the devil they know.
They're committed to the
Camp David process and
they can't see that going

"Any initial support Re-
agan may have won with his
strong pro-Israeli position
seems to be fading. Israeli
diplomats worry about his
`simplistic' views and lack of
experience.
" 'Carter has at least mas-
tered the subject by now,'
says one Israeli diplomat.
`Reagan would have to be
tutored from A to Z, and who
knows what boo-boos he'd
pull while learning the
basics."
The Carter defense is
contained in the recent
speech to the Jewish War
Veterans of America at
their annual convention
in New Orleans. Robert
Lipshutz, President Car-
ter's lawyer and adviser,
offered a comparison of
the Democratic and Re-
publican positions on the
situation in the Middle
East.
The following excerpt de-
tails Lipshutz's views on
those positions:
"Let's look at the record
as well as the statements of
Jimmy Carter. Under
President Carter, the
United States has approved
about $10.4 billion in mili-
tary and economic assis-
tance to Israel — about half
of all the aid Israel has ever
received from America dur-
ing its entire life as a na-
tion.
"Further, President
Carter has approved the
sale to Israel of some of
the most advanced mili-
tary equipment used by
our own armed forces,
making Israel militarily
secure against all
foreseeable aggressors.
Israel has enjoyed a
unique position in a
period of United States

budget cutbacks and
arms sales restraint. And,
unlike the prior Republi-
can Administration, the
Carter Administration
never has threatened Is-
rael nor "reassessed" its
aid policy in order to
pressure Israel, and the
Carter Administration
never will!
"The Carter record also
includes firm and effective
opposition to the Arab
boycott of Israel, enacting
legislation and implement-
ing that legislation, actions
which the Nixon and Ford
Administrations refused to
face up to because of their
fear of Arab economic re-
prisals.
"And most importantly,
President Carter has con-
tributed to Israel's well-
being through his personal
diplomacy, first in the
Camp David Summit and
subsequently in the negoti-
ations to conclude the
Egyptian-Israeli Peace.
Treaty. The President
staked his reputation on
peace in the Middle East.
No man has devoted as
much to help bring peace
and security to Israel, and
no man has succeeded as
has President Carter.
"It is no wonder, given
this record, that prominent
Israeli personalities like
Ezer Weizman and Moshe
Dayan have stated publicly
that the Carter Administra-
tion has done more for Israel
than any predecessor ad-
ministration.
"Furthermore, the
President has laid the
solid foundation for a
strong, permanent, and
stabilizing American
presence in this crucial
area of the world. The
strong relationship

which we already have
among Israel, Egypt and
the United States is such
a foundation upon which
we will build, and which
will insure our own na-
tional interests, will in-
sure Israel's strength and
security, and will insure
the ultimate security of
the free world.
"The choice of those who
Will formulate and carry out
our Middle East policy in
the next four years is a clear
choice. Either we will have
the voice of Jimmy Carter,
Fritz Mondale and Edmund
Muskie speaking for
America; or we will have
the voice of Ronald Reagan
and John Connally and the
Bechtel Corp. and the
multi-national oil com-
panies and their partners in
OPEC, speaking for
America."

tracing the Jewish voting
experiences from 1932 to
1980, is by a very prominent
American Jewish leader
and public relations execu-
tive, who writes under the
assumed pen name of A.B.
Rabonson because of his
important role relating to
all political parties in his
active career. The section

Now the Syrians see
possible military cooper-
ation betwen Jordan and
Iraq as a threat to their
own southeastern bor-
ders. According to some
Israeli observers,
Damascus would not re-
main idle in face of a
Jordan-Iraq military
buildup.
In New York, Israeli
Foreign Minister Yitzhak
Shamir said that the out-
break of fighting between
Iraq and Iran is more of a
threat to the delivery of oil
to the West than the Arab-
Israeli conflict. Iraqi air-
craft reportedly struck at 10
air bases deep in Iran early
Monday following artillery
duels and patrol boat
battles between the two
countries.
Answering questions
after addressing the Con-
ference of Presidents of
Major American Jewish
Organizations, Shamir said
hopefully the new conflict
will demonstrate to world
public opinion that even if
the Arab-Israeli conflict
was settled there would still
be plenty of conflicts be-
tween Arab countries.

Israel Accepts Explanation
for Iraqi Planes in Jordan

TEL AVIV (JTA) — The .
landing of several Iraqi
transport planes .at an air-
field near Amman, Jordan
on Monday brought prompt
assurances from Jordan
that they were not intended
as a threat to Israel's secu-
rity. Israel has accepted the
explanation which U.S.
Ambassador Samuel Lewis
conveyed to Premier
Menahem Begin at the re-
quest of the Jordanian
authorities.
The Jordanians, who
granted landing permission"
to the Iraqi transports, said
the planes were flown to
Jordan as a precautionary
measure, lest they become
targets of Iranian air at-
tacks.
Israelis apparently are
less concerned with the
presence of the non-combat
aircraft near Amman than
with the growing rap-
prochement between Jor-
dan and Iraq. This has also
caused some concern in
Syria whose ruling Baath
Party has long been at odds
with the Baath Party that
governs Iraq. There has
been tension between the
two countries although Is-
rael regards both as poten-
tial threats on its eastern
