Former Detroiter Heads Effort for Retarded in the Miami Area

MIAMI — A program for
the rehabilitation of the
mentally ill, administered
here, is attracting nation-
wide attention, with a
number of communities
throughout the land plan-
ning to introduce similar
services encouraged in
newly-developing,
socially-minded concerns
for the handicapped.
Marshall Rubin, a former
Detroiter and son of Blume
r-rs. Fred) Brown of Oak
=ark, was the founder of
Miami's innovative "Fel-
lowship House." Rubin, 41,
also serves as executive di-
rector at the house.

to work again; trips and
parties and games teach
them how to play again.
"We're looking to set up a

Rubin says. "If you re-

new immigrants arrived in
this country there were set-
tlement houses to welcome
them, to let them know they
could lean on them for help.

But we can develop family
support systems."
The Fellowship House
program includes transi-
tional apartments, where
members begin to develop
independence without the
presence of a staff member.

might develop on the job.
Although Rubin has
gained national recognition
for his work, he says mod-
estly, "It's just a matter of
helping people function.
Showing them how to relate
emotionally and socially."

"There are resources that
the mentally ill can use,"
according to Rubin. "For
example community health
centers, vocational training
programs and food stamps.
But in most places, no one
has been responsible for
helping former patients to
utilize these services."
Rubin feels Fellowship
House demonstrates one
way of meeting this prob-
lem. He describes the
house as a "safety net." It
looks more like a recrea-
tion center than a mental
clinic, with volleyball
games and singing
groups and sewing
classes all going on at
once.
The people who come to
the house are called mem-
bers, not patients or clients,
and the youthful staff wear
blue jeans, not white coats.
At first glance, it is hard to
tell the members from the
staff.
There are 250 members at
any one time, and the pri-
mary aim of Fellowship
House is to make each one
feel part of a community.
"The key to our philos-
ophy is to say, 'You're
needed.' And they are
needed. The place can't run
without them," says Rubin.
