Prof. Abraham S. Golds- tein, chairman of the American Jewish Congress Commission on Law and So- cial Action, called the bill "the latest in a series of un- successful Congressional attempts to overturn the de- cisions of the Supreme Court prohibiting religious exercises in the public schools." The American Jewish Congress spokesman noted that a House subcommittee has not yet completed its hearings on the so-called Helms Amendment, which would deprive the federal courts of jurisdiction in de- termining challenges to state and local laws calling for "voluntary prayer" in public schools.
