Galilee Outposts Are Settled

JERUSALEM — Ten of
the 29 Mitzpim (lookout set-
tlements) being built in
Galilee, in northern Israel,
have bean occupied since
the beginning of the year,
according to Jewish Agency
Settlement Department of-
ficials. The remainder are to
be settled by October.
The mitzpim are mini-
settlements designed to es-
tablish a Jewish presence at
strategic locations in
Galilee that would head off
illegal Arab building on
public lands. Their con-
struction has constituted
one of the fastest settlement
operations in the country's
history.
In one year, the Jewish
National Fund has built 50
_miles of roads through the
rocky hills to reach the
hitherto inaccessible ridges
on which the settlements
are being established. Final
settlement of the 29
mitzpim will come within
three years after Ra'anan
Weitz, chairman of the Set-
tlement Department,
suggested the concept in a
memo to the Agency Execu-
tive.
Most of the mitzpim —
or presettlements, as Set-
tlement Department offi-
cials call them — will
eventually become full-
size settlements —
moshavim, kibutzim or
communal villages, a new
type of settlement whose
organizational structure
will be somewhat less

communal than that of a
moshay.
In their initial stages, the
mitzpim will number seven
to 15 families. Seven of the
smaller mitzpim may grow
somewhat in size but will
never grow into conven-
tional settlements, say set-
tlement officials. The re-
mainder will reach conven-
tional size, some with 100-
200 families.
Instead of elaborate in-
frastructures, the mitzpim
are being provided witl- -
simple pre-fabricateu
houses, and generators and
radio-telephones in lieu of
electricity and telephone
lines. None will have their
own employment sources in
the initial stage.
Development of the set-
tlements will depend to a
large extent on the settlers'
own efforts.
Eviction Notice
Embarrasses
Begin's Office
JERUSALEM (JTA) —
Premier Menahem Begin's
office has denied any
knowledge of the eviction
orders served to three Arab
families living near the site
designated for Begin's new
office in East Jerusalem.
The eviction notices em-
barrassed Begin's office be-
cause it was hinted last
week that the Prime Minis-
ter's office may not be
moved to East Jerusalem as
a concession to Egypt to re-
start the stalled Pales-
tinaian autonomy talks.
