even as others warn of
potential disaster.
"It's clear that we need
nuclear energy. We had oil
fields, now we don't have
them," explains Prof. Amos
Notea, dean of Technion's
department of nuclear
engineering. "Coal is an al-
ternative, but we must im-
port it, and it would be prob-
lematic, say, to store a sup-
ply of several years fuel.
"The new power plant
at Hadera, for example,
will burn 10,000 tons of
coal per day. A nuclear
power station the same
size, 1,000 megawatts,
uses but 30 tons of fuel
per year. You can store
several years' supply be-
cause you need less; it
makes you less depen-
dent."

Yet, nuclear power brings
with it the problem of
safety. Because of the small
size of the country, as well
as financial handicaps,
safety is even more urgent
here than it is in the U.S.
"The reactor safety
assessment for U.S.A. does
not fit Israel, as many of the
local constraints and condi-
tions are different. For
example, the Americans
consider the possibility of
population evacuation and
we don't. Hence, we've to
perform our own safety
studies," says Prof. Notea.
As a result, activity in
the Technion department
has focused on safety for
several years. Its staff
was doubled last year to
meet the coming nuclear
challenge, "which
enabled us to increase
the scope of our courses
and the spectrum of ex-
periments in our teach-
ing laboratories to meet
