PLO with missiles and up-
to-date arms. The oil-rich
Arab states, while arming
the PLO at a handsome rate
and making military bas-
tions of the refugee camps,
have been notably modest
in their relief contributions.
The question is raised —
how long is a refugee a refu-
gee? In the case of the mil-
lions of refugees created in
the wake of World War II,
the accounts have long been
closed. Who remembers the
treks across Asia and East-
ern Europe of uprooted mil-
lions who rebuilt their lives
without the benefit of a
UNRWA?
That the Arab states re ,
fused to allow the natural
absorption of some 550,000
Arabs that fled from one
part of Mandatory Palestine
— the part that became Is-
rael — to another part of
Palestine (Jordan) is a
familiar story. It was a con-
scious Arab strategy to
maintain the refugees as
"the dynamite" with which
to demolish Israel.
As a tactic, though
,bloody and unscrupul-
ous, it worked. We know
the results in human
costs for Jews and Arabs.
UNRWA is asking for in-
creasing funds for 1980 with
the U.S. providing, as be-
fore, the major portion.
Apart from the dubious
eligibility of a large propor-
tion of those on the relief
rolls, a far greater question
is the function of those
camps.
The pretense that the
camps exist primarily as
welfare operation for the
uncontestable needly has
worn thin. The camps are
the acknowledged head-
quarters of the PLO and av-
owed training-centers for
terrorism.
UNRWA reports that 59
percent of the agency's
budget for 1980 is for educa-
tion. The education, as we
know from actual docu-
ments and many texts, is
primarily slanted to creat-
ing and nurturing a Pales-
tinian identity and indoc-
trinating the youth with a
patriotic hate of Zionism
and Israel.
Besides its virulent
anti-Israel slant, one as-
pect of camp "education"
is inexcusable. The sup-
posedly pitiful refugee
camps are full-fledged
military training centers
for children and youth.
Drills and war exercises
form the core cur-
riculum.
The camps are not only
recruiting and training cen-
ters, but the points from
which terrorist attacks into
Israel are frequently
launched. The camps also
serve as training centers for
assorted members of ter-
rorist international. Var-
ious alumni of the PLO
schools from the Bader-
Meinhoff Gang, the
Japanese Red Army, the
Italian Red Brigades and
even the IRA have testified
as to the connection and
have provided the world
demonstrations of their

Soon after the establish-
ment of the state of Israel it
was decided to stop allowing
women to be in command of
units where all the soldiers
were men. To many obser-
vers, it 'looked as if this
order undermined the tradi-
tion of the Palmach (pre-
state commando units) in
which every effort had been
made to respect the equality
of the sexes.
For example, as the
women could not join com-
bat units, it was argued that
it would be unfair to ask
them to train combat
soldiers.
The Six-Day War and the
serious rethinking in the Is-
raeli army. To free male
soldiers for active service,
women took over as drivers,
gas station workers and in
armories. Finally, the
wheel turned full circle and
it was decided to train
women officers as section
leaders in male units. It was
explained that this was not
a theoretical decision, but
one dictated by the reality of
manpower shortage.
Second Lt. Sari is one of
three women chosen from
tens of volunteers to take
over this task. She instructs
in various types of weapons
and in field craft, participat-
ing in route marches, guard
duty and other tough as-
signments.
