Arens rejected an offer by
Premier Menahem Begin to
become Israel's new defense
minister.
The offer came three
months after Ezer Weizman
resigned from the ministry.
Begin served in this
capacity ever since. Arens
rejected the offer due to his
basic objection to the peace
treaty in its present form
in which we give too much
for too little." Arens voted at
the time against the signing
of the treaty.
Arens repeated his
known views in a meeting
with Begin Monday morn-
ing. He said in a radio inter-
view that he did not enter
the meeting determined to
reject the offer. He said he
was ready to hear Begin's
arguments in favor of ac-
cepting the job, but after
hearing what Begin had to
say, he was still of the opin-
ion that as a person holding
negative views about the
peace treaty, he could not
hold the position of defense
minister.

lowing the meeting,
Arens said: "The Camp
David agreement and the
peace treaty with Egypt
are regarded by the
prime minister as one of
the major achievements
of its rule. It is no secret
that I opposed both
agreements, and I have
not changed my mind.
One could have assumed
that in the course of time
events would have
caused a change in my
mind, but I am sorry to
say that this is not the
case."
Arens said Begin could
continue to serve as defense
minister, and there was no
justified criticism of the way
the defense establishment
was functioning since Begins
assumed the powers of the
defense ministry. "There is
clear hierarchy," he said.
Arens said he would sup-
port any candidate of the
prime minister for the de-
fense ministry, including
Ariel Sharon who was "a
very good candidate."
Arens said there was no
contradiction between his
membership in the Likud
and his objection to such a
central feature of the pre-
sent government's policy
such as the peace agree-
ment with Egypt. A Knesse-
ter could disagree with cer-
tain elements of the gov-
ernment's policy, he said.
"However, a member of the
cabinet would have to iden-
tify with all the basic points
of the government's policy."
Thus, the defense
ministry continues to be
held in the hands of Be-
gin.
With Arens out of the
race, three names are still
mentioned as possible de-
fense ministers: Agricul-
ture Minister (Res. Gen.)
Ariel Sharon, Foreign
Minister Yitzhak Shamir,
and the continuation of the
present situation in which
Begin serves as defense
minister in addition to his
post as premier.
Sharon reportedly enjoys
considerable support in the
Herut movement. Some of
his supporters demanded
prior tothe meeting be-
tween Begin and Arens that
the appointment be made by
a free vote among the three
candidates in the party's
central body. However,
Begin went ahead and
materialized his preroga-

tive to pick his favored de-
fense minister.
'In fact, political analysts
doubted that Sharon's pros-
pects to become defense
minister have increased
with Arens turning down
the offer. Begin apparently
opposed the idea mainly be-
cause of the opposition by
his partners to the coalition.
According to one-
suggestion, put forwa
by Haim Corfu, chairman
fo the coalition, Begin
should appoint Shamir as
defense minister and be-
come foreign minster as
well as premier — but
Begin reportedly op-
posed this idea as well.
Corfu expressed surprise
that Arens rejected Begin's
offer. He said Arens could
have made his position clear
two weeks ago and he would
have saved Begin the em-
barrassment.
Avraham Sharir, chair-
man of the Likud faction, on
the other hand, praised
Arens' "courage." He said it
was a rare phenomenon in
politics that a person sticks
to his principles. Education
Minister Zevulun Hammer
said the NRP would con-
tinue to aspire to appoint a
new defense minister, he
said. He had full confidpnce
in Begin, but the job could
not be a part time job. Un-
less a new defense minister
is appointed, he said, the
government's credibility
would be stripped even
further.
Labor Secretary Haim
Bar-Lev described the situ-
ation as "public auction" of
the defense ministry. Labor
chairman Shimon Peres
said Israel needed a full
time defense minister. The
Tehiya movement declared
that Arens' "courageous
step" necessitated that he
draw full conclusions, and
detach himself from the
Likud whose polciy contin-
ued to be based 'con the
peace illusion of Camp
David."
