U.S. Abstains, and Worst Is Yet to Come

ST. LOUIS — Once again
the international commu-
nity has converged on Is-
rael, this time in the form of
a UN Security Council reso-
lution censuring Israel's
annexation of East
Jerusalem.
Although most of us have
grown accustomed to the
morally decadent UN dec-
larations, I still can't help
expressing my outrage at
the U.S. position. The U.S.
reaction to this latest UN

Security Council attack on
Israel was abstention — an
abstention which was given
weight and validity by no
less than Secretary of State
Edmund Muskie.
Yes, we are told that Mr.
Muskie did not merely abs-
tain and that he took the
rest of the UN Security
Council members to task by
denouncing their repeated
condemnations of Israel.
However, despite his qual-
ified objections to the lan-
guage of the resolution, Mr.

young Jewish State on a sound basis of land

Muskie abstained neverthe-
less.
According to Mr. Mus-
kie, he could not veto a
resolution which was
basically consistent with
the U.S. position.
Remember, the U.S.
abstention came on the eve
of a Presidential election.
Many observers believe
that the U.S. would have
voted for the resolution if
domestic political consider-
ation were not given higher
priority.
Although Edmund Mus-
kie's appearance em-
phasized the importance of
the UN Security Council's
deliberations, his presence
also signaled a radical de-
parture from traditional
U.S. support of Israel. For
the first time since Israeli
statehood in 1948, the U.S.
allowed a blind Security
Council to censure Israel
without expressing any real
objection.
One wonders how
President Carter intends to
reconcile his UN Security
Council vote with his "re-
newed commitment" to 'Is-
rael's security, a position he
repeatedly stated in his ac-
ceptance speech at the
Democratic Convention.
We need to remind
President Carter and his
advisers that the recent
U.S. abstention cannot be
interpreted as - mere
reservation on the part of
the U.S. with the resolu-
tion itself. In that context,
the U.S. abstained know-
ing full well that the other
members would vote
unanimously to censure
Israel. Thus by its silence,
the U.S. endorsed the
resolution.
The fact that the UN reso-
lution was, in Muskie's
words, "unbalanced, un-
realistic, fundamentally
flawed, and disruptive" does
not seem to affect the U.S.
position. An abstention on
such a resolution confirms,
not denies, U.S. acquies-

cence to Arab blackmail, in-
ternational conspiracy, and
the campaign' to de-
legitimize Israel.
The most disheartening
aspect of this episode is that
the UN Security Council, a
forum obstensibly created
to secure international
peace and to guard the in-
tegrity of nations, is directly
contributing to hostility
and war.
As a result of this latest
UN blunder, Israel will un-
doubtedly further harden
its position. Feeling com-
pletely isolated, Israel, for
reasons of self-preservation,
may very well resort to
more extreme methods to
guarantee its security.
The Palestinians and
the Arab states may
interpret the UN Security
Council resolution and
the U.S. abstention as a
re-affirmation of their re-
jection of negotiation
with Israel.
In mid-November, the
UN Security Council will
convene to determine eco-
nomic sanctions against Is-
rael. By then, the U.S.
Presidential election will be
over. Israel will be at the
mercy of a corrupt UN,
which will happily pass a
resolution to impose eco-
nomic sanctions on Israel.
Can Israel count on a U.S.
veto, or will the U.S. once
again join the rest of - the
amoral nations by abstain-
ing?

DALLAS — A monument
in memory of those who
perished during the
Holocaust was dedicated by
the Jewish community 'of
Dallas in a recent cere-
mony.
The 23-foot-high monu-
ment, which stands in front
of Lewis Park facing the
Dallas Jewish Community
Center, is built in a hexagon
shape, symbolizing the six
million Jewish lives -lost
during the Holocaust. The
number of Jews killed in
each country is inscribed on
the monument, which is
surrounded by a fountain.
