Carter Sees New Talks,
Summit Later This Year

WASHINGTON (JTAK(
— President Carter said
Tuesday that "Israel and
Egypt probably will recon-
vene within the next few
weeks, and there will be a
summit later this year."

by the President regarding
the stalled autonomy talks

conversation between the
President and his special
Mideast envoy, Sol
Linowitz, who conferred
with Egyptian President
Anwar Sadat.
Linowitz appeared
more hopeful Tuesday
night, after two long days
of talks in Israel.
Israeli Premier Menahem
Begin said Linowitz took to
Egypt a paper containing
ideas on how to resume the
talks. Israeli sources in-
sisted later that Israel had
not "paid A political price"
for a resumption, and that
the key to a resumption was
still in Sadat's hands.
Begin reportedly offered
to release some Palestinian
political prisoners, delay or
cancel the move of his office
to East Jeruasalem, and
offer some clarifications on
Israel's West Bank settle-
ments in order to get the au-
tonomy talks resumed.

The strategic depth the
occupied territories (before
the Yom Kippur War) af-
forded Israel actually un-
derscores the importance of
defensible borders. This
depth allowed Israeli troops
to absorb the Arab surprise
attack, • regroup and
counter-attack while re-
serves mobilized in safety.
Unlike earlier wars, popu-
lated areas were not under
fire. Kelt and Frog missiles
fired by Egyptian and Sy-
rian forces fell on defense
positions and not on towns
or cities. Flight times from
Egyptian bases to Israeli
cities were three times
longer than in 1967.
