Rather we have to look at the international context and the diplomatic 'Item presented by the ,ies of resolutions relat- ing to the Middle East which we are being asked to consider in the United States. I don't believe we have done that — and I do believe we had better do that. "But even on the merits of the resolution, I simply cannot understand why we failed to register our opposition. Because I do not believe that those positions reflect the senti- ment of this body or this country.” The Senators who urged Muskie to veto the UN reso- lution were: Frank Church (D-Idaho), Jacob Javits (R-N.Y.), Daniel Moynihan (D-N.Y.), Richard Stone (D-Fla.), Robert Dole (R- Kans.), John Danforth (R- Mo.), Paul Laxalt (R-Nev.), Harrison Williams (D-N.J.), Joseph Biden (D-Del.), Bob Packwood (R-Ore.), Alan Cranston (D-Cal.), Richard Lugar (R-Ind.) and Paul Sarbanes (D-Md.). Reagan Blasts Carter Hypocrisy Reagan's statement said: "I was appalled to see the United States abstain rather than veto the resolu- tion passed by the United Nations Security Council Wednesday (Aug. 20). The resolution not only under- mines progress toward peace in the Middle East by putting the UN on record against Israel and on one side of the sensitive issue of the status of Jerusalem, it further presumes to direct other nations, including our Dutch ally, to move their embassies from Jerusalem. By prejudging this most sensitive issue, Wednes- day's resolution completely undercuts the rationale of UN Resolution 242 ; adopted in 1967, as the established framework for negotiating a Middle East peace settle- ment. I am shocked that the Carter AcMinistration, which has.made so much of its attempts to bring about peace in the Middle East, abstained from voting. By doing so, it also encourages the unrelenting harass- ment of Israel being waged in the UN, rather than standing firm in opposition to it. "Within one short week of agreeing — in writing — to run on this platform, Jimmy Carter acted precisely oppo- site to its clear provision. This confusion or hypocrisy — whichever it is — has been characteristic of an administration which on oc- casion has no idea of how its UN ambassador is voting at all. "Secretary Muskie's personal appearance at the UN — in effect to apologize for the U.S. abstention — does at least show that, for once, Jimmy Carter's secretary of state knows about a major U.S. policy change. But it is no substitute for a firm and purposeful U.S. foreign policy. "In the United Nations and in every other forum, the United States should oppose all moves that would weaken, qualify or delay the process for achieveing peace under Resolution 242. To that end, the United States should have vetoed this resolution as it should all similar resolutions." In Washington, Republi- can chairman Brock said, "The Palestine Liberation Organization, in concert with the Soviet Union and radical governMents have for months made clear and public their intent to expel Israel from the United. Na- tions and to destroy the Egyptian-Israeli peace treaty. Wednesday's vote in the UN Security Council censuring Israel in the strongest terms' is another step in this vicious cam- paign which by itsnature is as much anti-American as anti-Israel. "The Carter Administra- tion's decision to abstain on this vote seriously damaged the prospects for peace in the Middle East. The failure to veto the resolution repre- sented an abandonment of our commitment to the peace process, a contribu- tion to the isolation of a democratic ally and friend — Israel, and a violation of the trust of the American people by a government elected to represent the best interests of our nation. "There is no doubt that the PLO and its suppor- ters introduced this latest resolution secure in the knowledge that the Car- ter Administration would once again withhold its veto of UN action against the peace process and the Jewish state. The Ad- ministration's absten- tions are repugnant; you . cannot speak against a resolution and then re- fuse to vote against it. The action belies the words. "Analysis of the resolu- tion illustrates just how harmful it is to the cause of peace. Nowhere is there recognition that Israel and the Jewish people have any rights whatsoever to the holy city of Jerusalem. Nowhere is there any recognition of the unholy experience of that city under 19 years of Jordanian occupation when Jews were denied all access to their holy sites, when synagogues were desecrated and when Jewish tombstones were used to pave the floors of the stables of the Arab Legion. Nowhere is there mention of the 19 years of barbed-wire division of the city. "Instead, the resolution demands that legisla- tive and administrative measures and actions taken by Israel' be rescinded. Would it then void the long overdue unification of the holy city? Would it cancel the legal measures enacted that guaranteed free access of all faiths to the holy sites? Would it deny any and all Jewish rights to the city , that represents the heart of the Jewish experience? "In an additional affront to international justice, Wednesday's resolution also challenges the sover- eignty of nations to conduct their own foreign policy, to withdraw such missions from the Holy City. Many nations have had, a long standing diplomatic presence in Jerusalem. This demand that they move their embassies reiterates the call by Arab nations last month who threatened to use their oil weapon against any nation not heeding their dictates. Rather than denying this act of blackmail, the United States chose to do nothing. Rather than voting against an abhorrent resolution, the Carter Administration simply turned its back . . ." ess.
