the Tel Aviv Museum at
4:30 p.m. on that historic
Friday afternoon, the 14th
of May, 1948, the fifth of

and the Jewish Agency,
even when he vehemently
opposed his policy; and,
though he was a man of
strong opinions and iron de-
termination, he- was a
democratic leader' and de-
voted a great deal of energy
to the task of winning the
support of his colleagues
and the nation at large.
But, from his election
as chairman of the
Zionist Executive in 1935
until his resignation as
Prime Minister in 1963,
he played a leading role
in forging the crucial de-
cisions that led to the es-
tablishment of indepen-
dent Israel. Afterwards,
as first Prime Minister,
more than any single per-
son his policies deter-
mined the course of de-
velopment and moulded
the character of the
young state.
When, early in 1937,
members of the British
Royal Commission (known
as the Peel Commission)
proposed the establishment
of a Jewish state in part of

Palestine, he grasped at the
idea — not because he wor-
shipped the state as such,
but because Jewish inde-
pendence, even if•limited in
territory, would give the na-
tion the power to bring in
more Jews and settle them
on the land.
It was characteristic of
the man that he im-
mediately sat down and
drew a partition map.which
would provide for a Jewish
majority in the proposed
Jewish state.
He was not deterred when
the British, in effect, with-
drew their offer; in 1942 he
was responsible for the
adoption of the Biltmore
Program, in which the
Zionist movement placed
the demand for an indepen-
dent Jewish commonwealth
on public record.
After the war, when it
became obvious beyond
a shadow of doubt that
Britain was unable or
unwilling to carry out the
basic provisions of the
Mandate, he placed the
achievement of state-
hood at the top of the
Zionist agenda as an op-
erational objective.
As Prime Minister in the
early, formative years, he
made many fateful deci-
sions, but perhaps the most
important were two: the es-
tablishment of the united
Israel Defense Forces,
under a single command
subordinate to the civilian
authorities, and the in-

consisting largely of immig-
rants, provide food, hous-

It had to be done, Ben-
Gurion said. There was no
alternative. He was sup-
ported by Golda Meir and
S.Z. Shragai, the Jewish
Agency's aliya head. The
population was doubled in
three and a half years.
