Even Tamir's opponents
admit that he was one of the
best ministers, but he had
no luck. He was appointed
justice minister three years
ago, when his faction —
Dash — had 15 Knesset de-
puties. After many splits,
the faction under the lead-
ership of Prof. Yigael Yadin
has three Knesset deputies
(and three members in the
Cabinet). Tamir argued
that such a situation was
untenable and unthinkable.
Tamir's resignation from
the Cabinet came as a sur-
prise. He did not even in-
form the leaders of his party
about his intention, but he
won public popularity.
Tamir hopes to form a new
parliamentary group of four
members by joining Shlomo
Eliyahu, Shafik Assad and
Akiva Nof who left the fac-
tion lately. They could then
rejoin Likud and play a cer-
tain role in the next elec-
tions.
Tamir was a comman-
der of the IZL in
Jerusalem and spent
some time in prison
under the British Man-
datory rule. He was very
active in the Herut
movement.
In 1952 he left this
movement and together
with Uri Avneri established
a new movement, "New Re-
gime." This was soon dis-
banded and Tamir and Av-
neri became sharp political
opponents. Tamir tried to
return to the political scene
by negotiating with the
General Zionists and when
these talks failed, he looked
for a way to return to his
original Herut movement.
Menahem Begin liked
-him, and he became a
member of the movement's
executive. But soon it
turned out that Tamir had
established a strong opposi-
tion to Begin within the
movement, with the aim of
succeeding Begin. Tamir
formed an alliance with the
trade unions of Eliezer
Shostak. The trade unions
and their health plan tried
to remain autonomous
within the Herut move-
ment.

In 1966, the Herut con-
vention assembled at the
Maccabi Village in
Ramat-Gan and Begin an-
nounced his resignation as
chairman. Tamir let it be
known that he wished to
head the new Herut execu-
tive. In the confrontation,
Begin received another
majority and decided to
withdraw his resignation.
Tamir and his group
were accused of publish-
ing anonymous letters in
the press against Begin
and were forced to leave
Herut.
They formed the Free
Center party in opposition
to Herut, which established
a united block (Gahal) with
the General Zionists. Gahal
won 17 seats in the Knesset
elections, while the Free
Center party won only four.
After two years, there
was a rift between Tamir
and Shostak, who split from
the Free Center and to-
gether with Knesset

he talked to his party col-
leagues about resigning he
would have created a dif-
ficult situation for the re-
maining two cabinet minis-
ters, Yadin and Dr. Israel
Katz. He says he will con-
tinue to support the Begin
government in the Knesset.
In the meantime, Tamir's
resignation does not affect
'the government. In his
place, Liberal Party MK
Moshe Nissim (a lawyer and
son of the late Chief Rabbi of
Jerusalem) was appointed
justice minister.
On the resignation of De-
puty Premier Yadin would
have a strong impact on the
government and force Begin
to resign. Vice Premier

persuade Begin, under the

government three years
ago, Dash received three

this office but Yadin re-
fused. Tamir became in-
terested in the Foreign
Ministry post for himself,
but Begin, did not take
him into consideration
and Tamir continued as
justice minister.
