RICHARD KRUGEL Israeli Relations With Peru and Argentina Are Improving JERUSALEM (JTA) — Relations between Israel and two South American countries reached a new high last week. The gov- ernment of Argentina will not recognize the Palestine Liberation Organization and Peru has promised to pursue an "independent and balanced policy toward Is- rael." These developments were announced by the Ministry of Industry, Commerce and Tourism on the basis of re- ports it received from Indus- try Minister Gideon Patt who is visiting Argentina and Peru. According to Patt, the Foreign Minister of Argen- - tina promised that his gov- ernment will support only those Arab leaders who are ready to negotiate with Is- rael the future of Judea, Samaria and Gaza. On the economic front, Patt re- ported that Israel's exports to Argentina, which have doubled within the last two years, are expected to dou- ble once again., Patt said he expressed to Argentina's Foreign Minister Israel's satisfac- tion over the economic relations between the two countries, but ex- pressed surprise over re- cent votes by Argentina in the United Nations against Israel. Among the anti-Israel resolutions which Argentina, as well as Peru voted for, was the one on July 29 which de- manded that Israel with- draw from all the occu- pied territories, includ- ing Jerusalem. In Peru, Patt said that President Fernando Be- launde told him his gov- ernment would follow an "independent and balanced policy toward Israel" de- spite its other commitments in the Middle East. Israel Protests Egypt Cartoon JERUSALEM (JTA) — Israel has protested to Egypt over the publication of a cartoon in the Cairo newspaper Al-Gomhouriya depicting Adolf Hitler pre- senting a swastike-shaped medal to Premier Menahem Begin. Foreign Minister Yitzhak Shamir delivered the pro- test last Friday to Egyptian Ambassador Saad •Mortada and told the envoy that the cartoon was "shameful, a disgrace." The cartoon showed Begin holding a-whip in one hand and a poster in the other which stated: "Politics of faits accomplis, annexa- tion of land by force, ridicul- ing international resolu- tions, ill-treatment of pris- oners, and Greater Israel." Hitler was shown leaning down and presenting Begin with the medal. The com- ment underneath read: "Excellent, Begin."
