Jerusalem Issue 'Is Not Insurmountable'

ted support for Palesti-
nian self-determination and
an independent Palestinian
state, Begin again noted
that none of this was men-
tioned in the accords. As for
Israeli settlements in Judea
and Samaria and the Golan
Heights, he said, they are
legal and legitimate and an
integral part of Israel's se-
curity. None of them will
ever be removed, Begin
stated.

Ghali, Egyptian secre-
tary of state for foreign
affairs, for pressuring
African countries not to
renew their diplomatic

Egyptian news media

Adolf Hitler.
On the sensitive question
of Jerusalem, Begin wrote:
"I have never misled you
nor anybody else. Time and
again I repeatedly said that
Jerusalem in its entirety is
the capital of Israel, a city
reunited and indivisible for
generations."
Begin concluded his 14-
page letter by noting that
Sadat has already sus-
pended the autonomy talks
four times. He called on
Sadat to refrain from any
further suspensions. "Let us
renew the negotiations de-
spite of differences of opin-
ion," Begin declared.
The Jerusalem Post re-
ported that Begin wrote to
Sadat that everything was
negotiable, including
Jerusalem, but that Israel
was exercising a legitimate

Shiff to Build
6 New Hotels

TEL AVIV — Israel's
largest hotel chain, the H.
Shiff Group, has announced
plans for construction of six
new hotels throughout :Is-
rael, . containing 1,200
rooms, at a total investment
of $300 million.
The new hotels will be
built in Jerusalem, Tel
Aviv, Haifa, Eilat and
Sharm-el-Sheik. The Shiff
chain currently contains
seven hotels with 1,800
rooms in Jerusalem, Tel
Aviv, Natanya and
Sharm-el-Sheik.

12 Nations With

NEW YORK — Syria has
threatened to start an Arab
oil boycott of 12 countries
that have their Israeli em-.
bassies in Jerusalem.
Reacting to the Knesset
vote reaffirming united
Jerusalem as Israel's capi-
tal; Syria set a one-month
deadline for removal of the
embassies or face the oil
boycott and other economic
sanctions.
Syria is not an oil expor-,
ter. Some of the more radi-
cal Arabs states which are
members of the Organiza-
tion of Petroleum Exporting
Countries (OPEC) have ex-
pressed support for the Sy-
rian demand.
Venezuela, an OPEC
member, has already an-
nounced that it is moving
its offices to Tel Aviv. The
other countries are

Panama, Uruguay, Hol-

out an early resumption of
the negotiations, an-
nounced after a meeting be-
tween Vice President Hosni
Mubarak and U.S. Ambas-
sador Alfred Atherton, Jr.,
was most regrettable."
He added: "The Egyptian
action reflects the ambiva-
lent approach that
President Sadat has taken
toward the Camp David ac-
cords ever since their sign-
ing nearly two years ago.
While paying lip service to
the principles of Camp
David, Mr. Sadat acts in a
manner that undermines
the very process to which he
proclaims his commit-
ment."

Formation is under way
for a local contingent of par-
ticipants in the upcoming
UJA National Young Lead-
ership Cabinet (YLC) "mis-
sion of renewal," called
"hashiveynu" in Hebrew.
Under the leadership of
Mark Hauser, YLC regional
chairman, and his wife, Jan,
the Detroit group will join
some 500 other young
adults Oct. 26-Nov. 9 for
three days in either Egypt,
Poland or Hungary, fol-
lowed by nine days in Israel.

Israeli Relations With Peru
and Argentina Are Improving

JERUSALEM (JTA) —
Relations between Israel
and two South American
countries reached a new
high last week. The gov-
ernment of Argentina will
not recognize the Palestine
Liberation Organization
and Peru has promised to
pursue an "independent and
balanced policy toward Is-
rael."
These developments were
announced by the Ministry
of Industry, Commerce and
Tourism on the basis of re-
ports it received from Indus-
try Minister Gideon Patt
who is visiting Argentina
and Peru.
According to Patt, the
Foreign Minister of Argen- -
tina promised that his gov-
ernment will support only
those Arab leaders who are
ready to negotiate with Is-
rael the future of Judea,
Samaria and Gaza. On the
economic front, Patt re-
ported that Israel's exports
to Argentina, which have
doubled within the last two
years, are expected to dou-
ble once again.,
Patt said he expressed
to Argentina's Foreign
Minister Israel's satisfac-
tion over the economic
relations between the
two countries, but ex-
pressed surprise over re-
cent votes by Argentina
in the United Nations
against Israel. Among the
anti-Israel resolutions
which Argentina, as well
as Peru voted for, was the
one on July 29 which de-
manded that Israel with-
draw from all the occu-
pied territories, includ-
ing Jerusalem.
In Peru, Patt said that
President Fernando Be-
launde told him his gov-
ernment would follow an
"independent and balanced
policy toward Israel" de-
spite its other commitments
in the Middle East. Patt,

Israel Protests
Egypt Cartoon

JERUSALEM (JTA) —
Israel has protested to
Egypt over the publication
of a cartoon in the Cairo
newspaper Al-Gomhouriya
depicting Adolf Hitler pre-
senting a swastike-shaped
medal to Premier Menahem
Begin.
Foreign Minister Yitzhak
Shamir delivered the pro-
test last Friday to Egyptian
Ambassador Saad •Mortada
and told the envoy that the
cartoon was "shameful, a
disgrace."
The cartoon showed
Begin holding a-whip in one
hand and a poster in the
other which stated: "Politics
of faits accomplis, annexa-
tion of land by force, ridicul-
ing international resolu-
tions, ill-treatment of pris-
oners, and Greater Israel."
Hitler was shown leaning
down and presenting Begin
with the medal. The com-
ment underneath read:
"Excellent, Begin."
