WASHINGTON (JTA) — Refusing to comment on the correspondence ex-
changed between Israeli Premier Menahem Begin and Egyptian President
Anwar Sadat in which the status of Jerusalem is a central issue, the State
Department on Tuesday said the issue "must be determined in later negotia-
tions."

reply to a question from the Jewish Telegraphic Agency that asked for clarifica-
tion of the department's own view regarding Jerusalem in the West Bank-Gaza
autonomy talks suspended by Egypt despite the Camp David agreement.
"There is some sort of common agreement" to discuss Jerusalem "at
a later stage," Trattner said. "Regardless of whether it's (Jerusalem) in
the Camp David agreement, Jerusalem is one of the problems this proc-
ess seeks to settle." Jerusalem is not mentioned either inn the Camp David
agreement or in the Egyptian-Israeli treaty. It is a subject of side letters

to the agreement. Egypt's Parliament, on April 1 and July 1, prior to the
Israeli law, adopted measures legislating East Jerusalem as Arab.
Trattner reiterated that Israel's Jerusalem law is "certainly an obstacle but
not insurmountable" in the autonomy talks.
Israel on Monday released the official text of the letter Begin sent last week
to Sadat in response to the Egyptian leader's letter to Begin asking for "clarifica-
tions" which would enable the autonomy talks to resume. The letter, part of
which wa's previously leaked to the press, blames Cairo for the failure to resume
the autonomy negotiations and blames Egypt for violating the Camp David
accords.
Begin, in his letter, pointed to Egypt's vote in the United Nations, July 29,
for a resolution demanding that Israel withdraw from all territories it has
occupied since June 1967, including Jerusalem and that this start by Nov. 15,

Yeshivat Akiva plans to open classes at Annie Lathrup Elementary School on Southfield Rd. on Sept. 3, following
unanimous approval Monday evening by the Lathrup Village City Council of an occupancy permit:
Akiva administrator Dennis Eisenberg said the Moving process has already begun. "We may have to live out of a
few boxes for a while, but we are moving. We are delighted by the decision of the city council. The city has been very
good and acted justly with us. We are sorry it took so long, but the city had to act cautiously."
- Eisenberg said there has been anti-Semitic bias against Akiva's leasing of Lathrup Elementary, but not
on the part of the Lathrup city officials. He said he did not expect opponents of the Akiva move to halt their
opposition. "I expect they will look for every loop-hole to force some kind of court action."
Akiva officials, however, pointed to heavy opposition Monday evening to any plan that would raise taxes in order
to purchase the school for the city if opponents won any future suit.
The residents opposed to Akiva's use of the school claim that the city should condemn the land, raise taxes to
purchase the school and use it for a community and recreation center. Lathrup voters, however, recently turned down a
small millage increase for recreation and neither city officials nor residents proposed the idea when Southfield school
officials proposed the sale or lease of the building.

Thank.you for your recent letter to President Carter
expressing your concern over news media predictions and
unsubstantiated reports that claim the year 1981, after the
Presidential election, will be a "tough" year for Israel and
that President Carter will be a free man to "bear down" on
our friend and ally.
We regret that you lend so much credence to these
reports and urge you to, once again, review the public
record and the words and actions of President Carter.
In March, 1978, he repeated a pledge he has never
varied from: "We have a commitment to the preservation of
Israel as a nation, to the security of Israel, the right of the
Israeli people who have suffered so much to live in peace,
that is absolutely permanent and unshakeable." The
President has never wandered from this commitment, and
never will.
