It was an era in which the President chas- tised Americans for harbor- ing an 'inordinate fear of communism' and being too `preoccupied' with the Soviet Union and with the Military balance. It was the era of SALT II. "These 'breakthroughs' were short-lived, of course, fading with the discovery of a Russian brigade in Cuba, the increased Soviet sub- version in Africa, the rush of Red Army tanks in to Af- ghanistan, and the ap- proaching presidential elec- tion campaign. Mr. Vance left Washington first. And now it's Mr. Shulman's turn. "America, somehow, must learn to live with the loss."
