The Detroit News, edito-
rially, under the heading,
"Mr. Shulman Takes His
Leave," in the July 24 is-
sue, was not sorry to see an
end to the Vance-Shulman
philosophy in U.S. Foreign
policy.
According to the News:
"Mr. Shulman and his
patron, former Secretary of
State Cyrus R. Vance,
-ushered in a whole new era
in U.S.-Soviet relations. It
was an era characterized by
official acceptance of the
Soviets at their word and
frequent scoldings for all
those troglodytes who
doubted the Kremlin's sin-
cerity. It was an era in
which the President chas-
tised Americans for harbor-
ing an 'inordinate fear of
communism' and being too
`preoccupied' with the
Soviet Union and with the
Military balance. It was the
era of SALT II.
"These 'breakthroughs'
were short-lived, of course,
fading with the discovery of
a Russian brigade in Cuba,
the increased Soviet sub-
version in Africa, the rush
of Red Army tanks in to Af-
ghanistan, and the ap-
proaching presidential elec-
tion campaign. Mr. Vance
left Washington first. And
now it's Mr. Shulman's
turn.
"America, somehow,
must learn to live with the
loss."
