Israeli Sports Officials
Soviet Physicist-Dissident
Held by State During Games in Moscow to Halt Ouster

NEW YORK (JTA) —
Vladimir Kislik, prominent
physicist, long-term refus-
nik and Jewish activist
from Kiev, was taken to a
psychiatric institution on
July 19 after being impris-
oned for 15 days, according
to confirmed reporst re-
ceived by the National Con-
ference on Soviet Jewry
(NCSJ).
He was arrested on July 4
on charges of
"hooliganism," and sen-

tenced to 15 days in prison.
In protest, Kislik staged a
hunger strike and, as
punishment, was taken to a
psychiatric institution.
Kislik, a refusnik since
1974, had been warned re-
peatedly by the KGB to end
his contacts with new re-
fusniks. On March 20, he
was threatened by KGB
officers that he would be
charged with "anti-Soviet
behavior" and sentenced to
two-three years in a labor
camp, should he continue
his "activities."
Prior to the Olympics,
he was summoned by
Soviet authorities and
told to stay away from
foreigners. He was also
told that he may be im-
prisoned for the duration
of the Olympics.
Informed sources from
Kiev claim that harrass-
ments against Kislik have
been escalating because
Sovet authorities want to
"isolate" him. They say that
the KGB is particularly
eager to discourage new re-
fusniks from getting in-
volved in Jewish activist
circles.
In reaction to Kislik's im-
prisonment and confine-
ment in a psychiatric in-
stitution, the NCSJ has sent
a cable to the President of
the International Olympic
Committee Lord Killanin to
protest the inhumane
treatment of Jewish ac-
tivists and refusniks by
Soviet authorities. The
organization particularly
emphasized the increased
campaign of arrests and
harassment leveled against
them in the wake of the
Olympic Games.

AMSTERDAM (JTA) —
The Dutch government an-
nounced that it would make
available the historic
Knights Hall for an inter-
national tribunal on behalf
of Soviet dissident Andrei
Sakharov, to be held in The
Hague Sept. 4-5. The
medieval building stands
close to Parliament and is
one of the most prestigious
meeting places in Holland.
The tribunal was in-
itiated by Dr. Michael
Stern, a Soviet-Jewish
physician who emigrated
several years ago with his
sons August and Victor. Al-
though they originally went
to Israel, they have since
settled in Holland. The pur-
pose of the tribunal is to
alleviate the treatment of
Sakharov, a scientist and
Nobel Laureate who has
been expelled from Moscow
to Gorki.
The tribunal will be
attended by Sakharov's
daughter who lives in
France, by French author
Michael Foucauld and by
representatives of the
French brand of which
Stern is secretary.

TEL AVIV (JTA) — Two
Israeli sports officials left
for Moscow Sunday to try to
forestall moves that could
lead to the ouster of Israel
from the European competi-
tions in favor of the Palesti-
nians.
Chaim Karpowski of the
Israeli Sport Federation's
Volleyball committee and
Moshe Rash of the Federa-
tion's Executive, were dis-
patched to the Soviet capital
where the 1980 Olympics
are being held after a cable
was received here warning
that the International Vol-
leyball Federation would
discuss proposals to drop Is-
rael from membership and
co-opt the Palestinian sport
group, Falastin.
The expulsion of Israel
from the Volleyball Fed-
eration could be the first
step in a move to bar Is-
rael from competing in all
events in which the
European sports group
participates. Israel was
admitted to the European
group after being ousted
from the Asian group by
the combined pressure of
the Arab states and the
Communist bloc and
Third World countries.

The Israeli delegates will
also try to prevent the entry
of Falastin into the Euro-
pean sports group. It has al-
ready been coopted into the
table tennis, basketball,
weight-lifting and wrestl-
ing federations and is ex-
pected to be accepted
shortly by the handball fed-
eration.
