JERUSALEM (JTA) —
Foreign Minister Yitzhak
Shamir has publicly
criticized Egypt for its stri-
dent public attacks on Pre-
mier Menahem Begin' and
Israel.
There was "an asym-
metry" in relations, Shamir
told Foreign Ministry staf-
fers in a statement later re-
leased by the government
press office, and of late the
asymmetry had exceeded
all proportions.
Shamir referred to at-
tacks on Begin by "men of
high rank" (an allusion to
recent interviews by
President Anwar Sadat)
and by the Egyptian media.
"What is the meaning of the
statement (by Sadat in an
interview) that Begin has
exhausted his capacity to
contribute to peace?"

Shamir demanded.
"Is the meaning of the
peace process ongoing
concessions by Israel to
every Egyptian demand?
Is the meaning of negoti-
ation that one side must
make all the concessions,
and the other make all
the demands?"
Shamir said Israel's con-
cessions — of the Sinai with
its oil, airfields and
strategic depth — had been
"perhaps unprecedented for
a state to make of its own
free will. They demon-
strated Israel's constant
longing for peace. And now
the prime minister is being
attacked for refusing to
make concessions which
have no basis whatever in
Camp David . . ."
The foreign minister
urged the Egyptians, there-
fore, to conduct negotiations
— on all the issues they de-
sired — through the ac-
cepted channels between
nations at peace with each
other, and not over, the air
waves or in the media.
Shamir also had a word of
criticism for "Israeli per-
sonalities and groups which
lend themselves for Egyp-
tian propaganda purposes."
This was a clear reference to
the noted Israeli Orien-
talist, Prof. Shimon Shamir,
who recently met Sadat and
then published the Egyp-
tian leader's strictures
against Begin.
Hussein Approves of French
Sale of Uranium to. Bagdad
PARIS (JTA) — King
Hussein of Jordan approves
of Franco-Iraqi nuclear
cooperation and said, "It is
extraordinary that Israel,
which has failed to sign the
Non-Proliferation Treaty,
should compalin against
Iraq, which is signatory of
the Vienna Convention" for
the international control
and supervision of nuclear
reactors.
The king, who left France
for Bonn Tuesday after-
noon, conferred for more
than five hours with French
President Valery Giscard
d'Estaing on the Middle
East. It is understood that
the two men have been in
general agreement in their
evaluation of the situation
and in their belief that the
Camp David agreements
are unworkable without
Palestinian participation.-

NEW YORK (JTA) — A
Manhattan hospital, which
had refused the Orthodox
father of a new-born son his
request for a ritual circum-
cision by a mohel in the hos-
pital, permitted the rite to
be performed in response to
a court mandate described
as the first time a court has
ever ordered any American
hospital to permit that rite.
The problem for the Or-
thodox father developed
when his wife gave birth to
the boy by Caesarean sec-
tion July 3 in Lenox Hill
Hospital.
Because of complications
following the delivery, the
couple was told that the
mother would be required to
remain in the hospital be-
yond the eighth day of the
infant's life when, according
to Jewish Law, the rite must
be performed.
The problem became
religiously critical for the
Brooklyn parents when
hospital officials, citing a
hospital rule banning
performance of medical
procedures by anyone
other than a staff doctor
or one affiliated with the
hospital, said a ritual cir-
cumciser (mohel) could
not perform the rite in the
hospital. The infant could
not be taken out of the
hospital for the rite be-
cause a state law forbids
the return of an infant to
a hospital nursery once
the infant is removed
The father, who re-
quested anonymity, is an
attorney who is a member of
the- National Jewish Corn-
mission on Law and Public
Affairs ( C OLPA) .
COLPA lawyers became
involved in the case and ar-
ranged for an emergency
court hearing. The hospital
was ordered on the eighth
day after the child's birth to
permit the ritual circumci-
sion, which was performed
at 7 p.m. that evening.

Ministry released a state-
ment saying that France
was surprised by "fanciful
statements and accusa-

France signed a nuclear
agreement with Iraq in
1975 and has since supplied
the Bagdad Atomic Energy
Commission with a re-
search reactor and highly-
enriched uranium.
Meanwhile, Israel's
Labor Party has told the
Likud government that it
will utilize its good personal
relations with European
Socialist leaders to pressure
France and Western
Europe.
The Labor Party is
prepared to send emis-
saries to European capi-
tals to warn that the sup-
ply of enriched uranium
and nuclear reactors to
Iraq constitutes a grave
danger to peace in the
Middle East and
elsewhere.
Yeruham Meshel, secre-
tary general of Histadrut,
has sent cables to leaders of
French labor unions urging
them to protest.. their gov-
ernment's decision to sup-
ply uranium to Iraq.
Israel Foreign Minister
Yitzhak Shamir called in
the French charge d'af-
faires, Jacques Butin, to in-
form him of Israel's "grave
concern" over France's sup-
ply of nuclear equipment to
Iraq.
Shamir cited statements
by Iraqi leaders openly pro-
fessing theit intention "to
procure nuclear capability"
and noted that Iraq was a
leader of the Arab rejec-
tionist front. He said that
Iraq regarded itself as in an
on-going state of war with
Israel.
