The Status of Russian Jews Concerns Helsinki Delegation Implications Seen in Arab Mayor's Snub of Anderson WASHINGTON (JTA) — Bethlehem Arab Mayor Elias Freij's refusal to meet Congressman John Ander- son during his four-day visit to Israel this month is seen here as casting political im- plications far beyond the West Bank as the president- ial election campaign ad- vances. Freij spurned an inter- view requested for Ander- son, the first candidate to visit Israel during a presidential campaign. A wily politician touted as a moderate Arab, Freij charged Anderson with being "prejudiced" for Israel and "against Arab inter- ests" although Anderson has not yet said anything that President Carter or former Governor Ronald Reagan has not espoused or could not generally declare as their own views towards Israel, its neighbors and the FACIAL HAIR PERMANENTLY REMOVED Eyebrows Neckline Arms Legs Recommended by Physicians FREE CONSULTATION SHIRLEY PERSIN Registered Electrologist ADVANCE BUILDING 23077 GREENFIELD Room 260 Near NorthUnd 8 Providence Hospilal PHONE 557- 1 1 08 Over 20 Years Experience Palestine Liberation Organization. The Freij snub followed two unique developments in Washington. One was the Carter-Mondale Campaign Committee's appointment of Richard Shadyac, a Washington lawyer, to head the Arab-American Com- mittee to reelect Carter and Vice President Walter Mondale. Never before have U.S. citizens of Arab des- cent been established as a minority group with politi- cal influence. Another development was the reaction to Shadyac by the Ameri- can Lebanese League's head, Robert Basil, a physicist and former Pentagon official who was graduated from West Point. Basil charged Shadyac had distorted facts about Americans of Middle East origin and the importance of his organization with which, Basil said, he will have no part whatever. Shadyac, who is a Maro- nite Christian and whose father is Lebanese, formerly was president of the Na- tional Association of Arab-Americans (NAAA), whose leaders have been in the fore-front against Israel and supportive of the Arab states opposed to the Camp David agreements. LOS ANGELES (JTA) — Max Kampelman, the co- chairman of the Committee on Security and Coopera- tion in Europe, has prom- ised that Soviet Jewry will be on the American delega- tion's agenda at the Madrid Conference in November where the Helsinki Accords will be reviewed. Kampelman, a Washing- ton attorney who was re- cently appointed to his post by President Carter, told a regional meeting of the Committee at UCLA: "We intend to emphasize human rights and we intend to name names. This means naming the names of coun- tries that, in our opinion, have violated the Helsinki Accords. It also means nam- ing the victims of Soviet op- pression." Former U.S. At- torney General Griffin Bell will chair the U.S. delega- tion to the Madrid meeting. Signed by 35 nations, the Helsinki Accords rest on a number of principles including the inviolabil- ity of national borders, the sovereign equality of nations, free exchange of information, and the right of individuals to leave the countries of their births. Meanwhile, the Anti- Defamation League, of Bnai Brith has prepared three newspaper advertisements protesting the Moscow Olympic games. The ads, which were created by the ADL's Ad- vertising Task Force, will appear in local newspapers throughout the country for the duration of the games, which began last Saturday. In a related develop- ment, Grigory Geishus of Leningrad was arrested by Soviet authorities last week and charged with "evasion of military serv- ice."
