Billy's Ties With Libya Assailed

Israel Postpones WB Elections

JERUSALEM (JTA) —
Municipal elections on the
West Bank have been post-
poned indefinitely by the
military government on
grounds that at this stage
they "would cause damage
to the peace process." The
authorities apparently fear

an upsurge of nationalist
and pro-Palestine Libera-
tion Organization senti-
ment of the kind that fol-
lowed the last municipal
elections in 1976.
Most of the mayors
elected that year were pro-
PLO or supporters of other

rejectionist groups. Israeli
authorities observe that the
territories have been quiet
of late and they do not want
an election campaign at this
time to stir nationalist
passions. They attribute the
relative calm to a weaken-
ing of the militant leader-
ship on the West Bank since
the deportation of the
mayors of Hebron and
Halhoul and the bomb at-
tacks which crippled the
mayors of Nablus and
Ramallah.
The military government
does not intend to permit
the National Guidance
Committee to resume its ac-
tivities and in fact banned
its latest meeting which
was to have been held - last
week. The committee was
the leading body among
West Bank Arabs, includ-
ing most anti-Jordan ele-
ments. While its leaders
consulted closely with the
PLO, they did not always
follow PLO orders and the
committee acquired rela-
tively independent status.
It too has been weakened by
recent events.
An Israeli senior secu-
rity source claimed that a
"silent majority" of the
West Bank population
does not share the ex-
treme views of the local
leadership and does not
consider the PLO their
legitimate representa-
tive.
According to the source, a
number of influential West
Bankers were in favorof re-
newed contacts with Jor-
dan. If Jordanian agencies
were allowed to renew their
activities in the territories,
the "Jordanian option"
would have a much better
chance, the source said.

I. Wishner, president of the
American Jewish Commit-
tee, stated last week, "It is
obvious that the Libyan
government did not pay
Billy Carter to act on its be-
half because of his knowl-
edge of public relations or
his business acumen. It did
so because Billy is the
brother of the President of
the United States.
"Now that the Justice
Department has entered
into a consent agreement
requiring -Billy Carter to
register as a foreign agent,
it is not only appropriate
but essential that the
President make clear his
own view of the Libyan at-
tempt to influence U.S. pol-
icy in this manner.
"President Carter should
reject, publicly and un-
equivocally, this flagrant
attempt to misuse the office
of the President of the
United States."
It was also disclosed last
week that Richard Shadyac,
a Washington lawyer, is
reported to have been ap-
pointed by the Carter-
Mondale Re-election Com-
mittee to head an Arab-
American drive on behalf of
President Carter
Shadyac is registered
with the Department of Jus-
tice as a foreign agent lob-
bying on behalf of the Li-
byan government.
Shadyac, a Maronite
Christian of Lebanese des-
cent, is registered as chair-
man of the Arab-American
Dialogue Committee which
is identified as a lobbying
organization for Libya. It
has listed expenditures of
more than $217,000 since
last March, part of it politi-
cal contributions to certain

admitted receiving more
than $200,000 in payment,
two all-expense paid trips in
September 1979, as well as
four gold bracelets, a saddle
worth more than $2,000, a
serving platter, a suit of
clothes and a ceremonial
sword for his services to
Libya.

Congressmen and Senators.
According to press re-
ports, a spokesman for Car-
ter campaign committee
chairman Robert Strauss
denied that Shadyac was
associated with the commit-
tee or that he had ever been
formally offered a job with
it. Shadyac could not be
reached for comment.
Shadyac himself con
firmed to the JTA that
"there are 31/2 million Arab
Americans in the United
States now and with luck I
would say that 85 to 90 per
cent of them will vote for
Carter."
Shadyac is a former
president of the National
Association of Arab Ameri-
cans (NAAA) whose leaders
have been in the forefront
against Israel and suppor-
tive of Arab states opposed
to the_Camp David accords.
According to Justice De-
partment records, Shadyac,
in his capacity as a lobbyist,
reports to Ahmed Shahati,
head of the Foreign Liaison
Office of Libya. Billy Carter
arranged for Shahati to ap-
pear on the ABC television
"Good Morning America"

Terrorist Group Arrested

TEL AVIV (JTA) — Secu-
rity forces arrested five Is-
raeli Arabis last week from
the western Galilee village
of Makkar on suspicion of
membership in a terrorist
organization responsible for
acts of sabotage and bomb-
ings during the last four
years. The case is one of the
few in which Israeli Arabs
were involved in establish-
ing a terrorist cell.
According to security
sources, the group's activi-
ties included planting
bombs in Acre in 1977,
planting bombs in, a
Nahariya supermarket, in
Karmiel, in Haifa and in a
bus near Acre during 1977
and 1978, causing injuries
to 10 persons. A search of
the suspects,' homes yielded
bombs and explosives. The
means by which they re-
ceived their supplies and
training have not been re-
vealed.
Several persons were de-
tained for questioning Over
the weekend after a hand
grenade exploded on a roof-
top in Acre and two other
grenades were discovered
nearby. No casualties or
damage were reported.
An Israeli painter spotted
a suspicious-looking object
in Jaffa over the weekend
and summoned police. The

object turned out to be a
large bomb which was
safely dismantled.

Military Mishap
Kills Six Israelis

TEL AVIV (JTA) — Six
civilian employees of the Is-
rael Military Industry were
killed Monday when explo-
sives they were preparing to
test detonated. The names
of the victims were not im-
mediately released.
Security sources deter-
mined that the- blast was
definitely accidental and
that no terrorist activity
was involved.'Nevertheless,
Yosef Mayan, director gen-
eral of the Defense Minis-
try, has appointed a special
committee to investigate
the accident, headed by Dr.
Benzion Naveh, director of
the Arms Development
Authority.
The explosion occurred at
an arms plant located in an
isolated area of central Is-
rael far from any population
center. Police closed off the
area while the investigation
was underway. No other
casualties or damage was
reported in the vicinity.
