This year, more than 250,000 Jews from all over the world are expected to pray at the Western Wall, said Rabbi Meir Yehudah Getz, who is in charge of the Western Wall. Included are 40L 50,000 who are expected on Monday night, when the fast begins. On that night, the Book of Lamentations and Kinot -- prayer lamen- tations — are recited. The prayers recited at the Wall are not fundamentally different from those said in other parts of the world, Rabbi Getz noted, except for regional variations in the order of the prayers recited by Ashkenazim, Sephar- dim, Orientals, etc. The prayers most widely used by nearly all sects have been written by Rabbi Yehuda HaLevy (1085-1142). A famous poet born in Spain, he fulfilled a life- long dream when he traveled to then Palestine via Egypt. Tradition has it that when he reached the Western Wall, he knelt and prayed with fervor. Accord- ing to this version, Muslim horseman, seized with anger at HaLevy's devotion, trampled him to death under his horse's hooves. " This means that the value of the Fast of Av lies not only in remembering the past and applying its les- sons to the _present, but also in recognizing the unity of -our people, • the continuity of its existence and the destiny still awaiting fulfillment. To the Kabalists, the ninth of Av represented the nature of the world's incom- pleteness and the great need for the return of the Holy Presence to Jerusalem with the rebuilding of the Temple. The Midrash (Lam. Rab. 1) contains the sig- nificant statement that "The Messiah, the Saviour, was born on the day the Temple was destroyed." The Fast of the Ninth of Av is observed in Israel as it is by religious Jews the world over. The fast begins at sundown. The book of Lamentations ("Echah") is read in synagogues in the evening by the dim light of candles, with the congrea- tion sitting on the floor or on low benches; and it is read again the next morning. Lamentations was writ- ten by the prophet Jere- miah, who witnessed the destruction of the First Temple, and there are five chapters of vivid im- pressions lamenting over destroyed and desolate Jerusalem, which he blames on the sinfulness of the people and their leaders. Lamentations is read to mournful, dirge-like tunes — Yemenite tunes are slightly different. After Lamentations, "Kinot," are read. They are a collection of dirges by Jewish poets of differ- ent ages. One was com- posed by Solomon Ibn Gabirol in 11th Century Spain. Hurwitz Boasts His Economic Policies Achieved Success JERUSALEM (JTA) — Finance Minister. Yigal Hurwitz presented data to the Knesset purporting that his economic policies have achieved considerable suc- cess. He cited growing signs of an economic slowdown which cools inflation, a sub- stantial decrease in imports for the first time in Israel's history and a 4alance of payments deficit by the end of 1980 of some IL 2.6 billion which, he said was IL 600 million less than expected. Ezra Sadan, director of the Treasury's Economic Planning Authority, re- ported that the volume of exports in the first six months of this year reached $2.7 billion compared to $2.1 billion in the same period last year. Exports rose by 30 percent in the month of June alone, ac- cording to figures released by the Central Bureau of Statistics. However, the Bank of Israel has proposed sub- stantial cuts in govern- ment credit for experts as part of the battle against inflation. and tells of the punish- ment and exile of the Tribes. One of the best-known "Kinot," read on the morn- ing of Tisha b'Av, gives an account of the 10 rabbis martyred by the Roman government — the pitiless and inhuman death of such giants as R.
