Federal grand jury investi-
gation.
Carter, the recipient of
some $220,000 in loans from
the radical Arab country,
claims he has done nothing
in return other than mak-
ing public statements that
he likes Libya and its
people.
In a complaint filed in the
Federal District Court in
Washington Tuesday, the
Justice Department said
that Carter had undertaken
"a propaganda campaign"
for Libya in this country
and had acted in a variety of
ways "to promote Libyan
foreign policy objectives."
The younger Carter, who
said he has never discussed
his Libyan ties with the
President, sees no reason
why his registration as an
official foreign agent should
have any repercussions on
his brother's re-election
campaign.

shifted its Middle Edst pol-
icy toward the Arab side at a
time when the President's
family business was heavily
in debt to an Arab-
controlled bank, according
to syndicated columnist
Jack Anderson.

to Saudi Arabia while he
was personally liable for
about $830,000 to the Na-
tional Bank of Georgia, now
controlled by a Saudi Ara-
bian whose father is a close'
adviser to King Khalid,"

Michigan Sens. Carl
Levin and Donald Riegle
were among 68 Senators
who urged President Carter
last • week to turn down
Saudi Arabia's request for
increases in the range and
offensive capabilities of the
60 F-15 warplanes it had
purchased in 1978 from the
U.S. and slated for delivery
in August.
The Senators, represent-
ing 42 states, said that
based on a statement made
at the time of the sale by
Defense Secretary Harold
Brown, the increases would
menace Israel and upset the
Arab-Israeli power balance.
These improvements
would extend the range of
the F-15s from 450 to 1,000
miles, thus putting the air-
craft within striking dis-
tance of any part of Israel.
