Israeli, Egyptian in Washington

Burg, Israel's chief
negotiator in the autonomy
talks, was set to meet with
Egypt's principal
negotiator, Foreign Minis-
ter Kamal Hassan Ali and
U.S. Ambassador Sol
Linowitz, Wednesday and
Thursday, in what has been
described as an attempt to
reach agreement on a date
for resuming the stalled
talks. Burg and Ali are also
expected to meet with Sec-
retary of State Edmund
Muskie and possibly with
President Carter.
Burg was disturbed by
what he claimed was a pre-
talks "atmosphere"
engendered by Egypt to put
srael "on the defensive."
He attributed this to a leak
to the Israeli media last
week of what he said was an
uncrystalized Israeli plan
for security arrangements
on the West Bank after au-
tonomy was implemented.
The plan drew negative
reactions from Cairo and
Washington. Burg de-
nounced the leak and said
those responsible should be
punished.
The initial Egyptian re-
sponse, voiced by Ali on Fri-
day, was that the reported
Israeli plan was a "con-

State Dept. Errs on Reported
PLO Ban by King Hussein

WASHINGTON (JTA) —
A widely publicized asser-
tion by a State Department
senior official that Jordan's
King Hussein had person-
ally assured President Car-
ter he would not permit the
Palestine Liberation
Organization to launch
strikes against Israel from
Jordanian soil was ac-
knowledged by the depart-
ment as having been incor-
rect.
The official made the
statement last week to
selected reporters in a
background briefing at the
State Department after the
King and the President had
completed their talks but
while the King was still in
Washington.
It was prominently re-
ported as an indication of
the King's opposition to
PLO terror against Israel.
However, four days la-
ter, on NBC's nationally
televised "Meet the
Press" program, the King
said that the subject did
not arise in his talks with
the President.
Later, the Jewish Tele-
graphic Agency asked the
State Department who is
right and who is wrong? The
State Department replied:
"On 'Meet the Press,' the
King said there is no change
in Jordan's position. We
knew that, found it accept-
able and saw no reason to
raise the question in our
talks. It did arise when the
King was meeting with the
Congress. The King re-
stated his position, and it
was to that statement that
the senior official referred."
The JTA asked a compe-

tent source at the State De-
partment to whom in the
Congress the King made the
statement, since he had met
with Senators and Repre-
sentatives in separate ses-
sions. The source replied he
did not know.

Shamir Fears
Influx of Arms
in Middle East

JERUSALEM (JTA) —
Israel Foreign Minister Yit-
zhak Shamir claimed that
the flow of both American
and Soviet arms into the
Middle East endangers the
military balance in the
region and could ignite a
local war or even World War

Addressing the Knesset
last week on four agenda
motions related to U.S.
arms supplies to Egypt,
Jordan and Saudi Arabia,
Shamir said he had ex-
pressed Israel's concern to
American officials. He said
the supply of arms to coun-
tries which rejected the
Camp David accords only
encouraged them.
Shamir said he under-
stood the American motiva-
tion in supplying weapons
to Saudi Arabia in order to
secure its oil. But he ob-
served that the Iranian ex-
perience proved that arms
did not necessarily save a
pro-Western regime and
warned that in the long run
they would be used against
Israel.
According to Shamir,
even the arms sales to
Egypt required caution and
should be implemented in
stages.
