The resolution, which concluded a highly-. acrimonious debate on Jerusalem, also declared that all measures "which alter the geographic, de- mographic and historical character and status" of Jerusalem, "are null and void and must be rescinded in compliance with the re- levant resolutions of the Se- curity Council." The U.S. State Depart- ment took a dim view of the preliminary debate, saying that it served no "useful purpose." During the debate, Ab- dalla Yaccoub Bishara, Kuwait's UN Ambas- sador, warned that if Premier Menahem Begin of Israel moved his office to East Jerusalem it would set off a religious confrontation between Islam and Judaism. Another Arab speaker was Clovis Maksoud, the permanent observer of the League of Arab Staes to the UN, who acknowledged that Jews have a spiritual association with Jerusalem. But this, he said, "does not constitute under any cir- cumstances a claim to legitimize conquest, anne- xation and aggression." He urged the Council to adopt measures that would put an end to "the usurpation" that Israel undertook day after day in "our Jerusalem." Yehuda Blum, Israel's ambassador to the United Nations, declared that "Jerusalem has always been, as it is today, the capi- tal of the Jewish people. Addressing the security council's ---' debate on Jerusalem, the Israeli envoy continued: "Jerusalem has always been a united city, except for the period between 1948 and 1967, when it was temporarily and artificially divided. While persecution and insecurity reduced the number of its Jewish resi- dents periodically, Jews throughout the world have. always clung to Jerusalem and have longed to return to it. Since modern population statistics first became available in the early 19th Century, those statistics have consistently shown the existence of an uninter- rupted Jewish majority among the city's residents." Blum said: "There is no substance to the allega- tion that Israel is in the process of altering the existing situation in Jerusalem. It is errone- ous to suggest that the government of Israel proposes to alter the status of Jerusalem, which is the capital of Is- rael." He added that Israel "is deeply mindful of the spiritual treasures and uni- versal interests in Jerusalem and the rights of members of all faiths are guaranteed by Israeli law which provides "unre- stricted access to all holy places" in Jerusalem to all members of any religion. In a related development, the Knesset's constitution committee decided Monday to send the Controversial Jerusalem status bill to the full Knesset for its first reading. Only three mem- bers opposed the move. The measure, proclaim- ing united Jerusalem to be Israel's capital, was pro- posed last month by Geula Cohen of the ultra- nationalist Tehiya faction, CJC Asks Change in '0 Canada' MONTREAL (JTA) — The Canadian Jewish Con- gress has urged the Cana- . dian government to remove the words "la croix" (the cross) from the French ver- sion of "0 Canada," the country's unofficial na- tional anthem. The House of Commons in Ottawa is debating whether to make the song, in use for many years by Canada at national and international functions, the official na- tional anthem. In a telegram sent last week to Canadian Secretary of State Francis Fox, CJC executive vice president Alan Rose said that the CJC "applauds the government of Canada's action to make `0 Canada' our national an- them.
