Sixty percent of the 750 congregations of the (Re- form) Union of American Hebrew Congregations are conducting out-reach pro- grams to help Soviet Jewish newcomers, with most such congregations offering free synagogue membership for the first year, according to a report by the three-year-old UAHC task force on Soviet Jewry. One of the most effective approaches Finland Cites U.S. Holocaust olarship Fund W YORK — The work o an American scholarship fund established to per- petuate the Scandinavians' rescue of their Jewish popu- lations from the Holocaust has been recognized by the government of Finland through an award to the fund president. Richard Netter, president of "Thanks to Scandinavia," has been named a Knight, First Class, of the Finnish Order of the Lion for humanitarian services and the promotion of Finnish- American relations. Netter, together with Victor Borge, its national chairman, was a founder of "Thanks to Scandinavia." Kosher Protocol WASHINGTON (ZINS) — Haaretz reported that the head of the Israeli advance delegation which prepared for Menahem Begin's most recent U.S. visit almost pre- cipitated a major Israeli Cabinet crisis. Ephraim Paran said that the food served the Begin party did not have to be strictly kosher. Asked about Dr. Yosef Burg, a member of the National Religoius Party, Paran said Burg could eat fish. He said Israel, with only three million Jews, has 40 percent of the Jewish births in the world. Navon criticized the .ionist movement for being proud that all major Jewish organizations are now ender its umbrella. He said le larger the movement has become, the smaller its fulfillment.
