Begin Plans Moving Offices
Into E. Jerusalem Quarters
JERUSALEM (JTA) —
Officials of the Prime
Minister's Office were re-
ported this week to be seri-
ously considering moving it
to East Jerusalem. They are
said to have selected one of
several new government
buildings now under con-
struction in the Sheikh Jar-
rach district, just across the
former demarcation line
with West Jerusalem.

The U.S. State Depart-
ment hedged in its reaction
saying "the precise question
is whether the government
of Israel has such plans."
Protests
UN Bias Against
Israeli Builder

UNITED NATIONS —
The U.S. has issued several
protests, including a stiff
letter to UN Secretary Gen-
eral Kurt Waldheim,
against the decision of the
UN to ignore its -rules and
not award a $23 million
building contract in Kenya
to the low bidder — Israel's
Solel Boneh construction
company.
UN sources say the proj-
ect-may now be-scaled down
and re-bid to avoid the U.S.
objection. The project is a
headquarters building for a
UN environmental pro-
gram.
The Israeli firm ranks
34th in world overseas con-
struction and has put up
some of the largest build-
ings in Nairobi, including
the Hilton Hotel.
The U.S. has threatened
to withdraw its $10 million
contribution to the project.
Solel Boneh bid $1.4 million
lower than its nearest corn-
petitor.

Enduring Peace?
JERUSALEM (ZINS) —
After a year of peace with
Egypt, most Israelis believe
that peace will endure. Ac-
cording to a Public Opinion
Research Institute poll, 17.1
percent strongly believe
peace will persist, 36.2 per-
cent "believe more or less,"
17 percent believe "faintly,"
20.9 percent do not believe
it will persist, and 4.5 per-
cent said peace will depend
on Anwar Sadat, a solution
to the Palestinian problem,
or a change in the Israeli
government.
