Israel Still Seeking Budget Cuts
JERUSALEM (JTA) —
The Ministerial Economic
Committee met for three
hours Monday without de-
ciding where and how to cut
the budget in order to com-
ply with this week's
Cabinet decision to reduce
the government's expendi-
tures by IL 15.54117 billion
($310 million-$340 million)
this year. The Cabinet itself
offered no help beyond the
IL 7 billion ($140 million) it
shaved from the Defense
Ministry's 'budget last
week.
The matter was passed on
to the Treasury's budget de-
partment which is to pre-
pare a list of proposed cuts
for later consideration by
the ministers.
Exactly what the Treas-
ury has in mind is not
known but the trend ap-
pears to be to reduce credit,
ILO Anti-Israel Resolution
Face Plenary Session
GENEVA (JTA) — An
Arab-sponsored resolution
demanding the dismantling
of Israeli settlements in the
occupied territories was
adopted for the agenda by
the resolutions committee
of the International Labor
Organization (ILO) confer-
ence. But its adoption by the
plenary session is consid-
ered doubtful.
It also was learned that
the Israeli delegate to the
ILO annual conference was
prevented from speaking
when the Arab delegations
created- pandemonium in
the meetin, hall.
Gideon Ben,-Israel, who
represents Histadrut,
rose to speak on a point of
subsidies and welfare out-
lays. The abolition of free
high school education is a
po'ssible proposal but it is
bound to meet with stiff re-
sistance from Education
Minister Zevulun Hammer.
Premier Menahem
Begin is expected to op-
pose an end to the IL 13
(3.5 cents) subsidy which
the state now pays for
each loaf of bread. While
it would save a consider-
able sum, Begin is one of
the main supporters of
that subsidy.

ernment was responsible
for the June 2 bomb at-
tacks which maimed two
West Bank mayors.
Other possible cuts in-
clude reduced allowances
for children of large
families; reduced state sub-
sidies for the universities

a reduction in the number of
civil servants.
Finance Minister Yigal
Hurwitz has rejected new
taxes on grounds that they
would only lead to demands
for higher wages, thereby
worsening Israel's triple-
digit inflation.

UOJCA President Charges
Vote Bias at Family Parley
NEW YORK (JTA) — An
Orthodox leader - has as-
serted that a pro-abortion
and pro-Equal Rights
Amendment resolution was
approved on June 7, at the
first of three meetings of the
1980 White House Confer-
ence on the Family, by a
single vote because an Or-
thodox Jew was denied an
absentee ballot to enable
him to vote on the resolu-
tion.
Julius Berman, president
of the Union of Orthodox
Jewish Congregations of
America, said he had pro-
tested in a telegram to
President Carter about "the
fact" that no provision had
been made for Sabbath ob-
servers, which, he said, re-
sulted directly in adoption
of the resolution at the
gathering in Baltimore.
Berman said that if Dr.
Joel Rosenshein, a Brook-
lyn psychologist represent-
ing the UOJCA at the Bal-
timore gathering had been
permitted to cast an absen-
tee ballot, he would have
voted against the resolu-
tion, thereby creating a tie
and preventing its adoption.
Berman said that Dr.
Rosenshein had been aware
that a major vote was
scheduled for June 7 and
asked several times that he
be allowed to cast an absen-
tee ballot because he could
not attend any Sabbath ses-
sions. Berman said all of
Rosenshein's requests went
unanswered.
U.S. Decision on Jerusalem

(JTA) — The United States
has not yet decided how it
will vote on the issue of
Jerusalem in the Security
incil, a spokesman for
American delegation
id Wednesday. The mat-
will be decided after the
. sees the final draft of a
resolution currently in
preparation.
The Security 'Council,
which opened debate on
Jerusalem Tuesday, was
engaged Wednesday in in-
formal consultation aimed
at shaping a draft resolu-
tion that will be acceptable
to the U.S. or at least avoid
an American veto.
The debate was requested
by Pakistan in the name of
members of the Islamic
Conference. The Pakistani
delegate, Foreign Minister

Agna Shahi, charged that
Israel illegally annexed
East Jerusalem and is
planning to make it its capi-
tal.
The Arabs and their sup-
porters are seeking a strong
condemnation of Israel and
the imposition of sanctions,
but a resolution in that
harsh vein is certain to
draw a U.S. veto, sources
here said. Efforts are under
way to modify the draft,
enabling the U.S. to abs-
tain.
The sources said they did
not know when the Security
Council will reconvene to
conclude the debate. That
will depend on progress in
shaping the final draft reso-
lution. The sources said the
debate may be concluded
today.
