MK Shlomo Eliahu, have
announced their secession
from the movement and
from the coalition. They are
forming a separate group-
ing to be called "Brother-
hood" (Achva).
Their departure leaves
the government coalition
with 63 Knesseters — and
that figure includes Moshe
Dayan and Ezer Weizman,
who have spoken out
against some government
policies, and also includes
Amnon Linn, who told
newsmen he is actively con-
templating leaving the
Likud.
Assad's and Elkahu's de-
parture is likely to prompt
renewed demands from the
NRP, moreover, that the
DM's representation in the
Cabinet be cut down from
its present three ministers
(Yadin, Tamir, Katz). The
movement now has only
four Knesseters left.

On the "credit side" of
the 63 figure, as far as the
government is con-
cerned, is the fact that the
number does not include
Knesset Member Shmuel
Flatto-Sharon, on whom
the government can usu-
ally count in votes of con-
fidence.
Thus, though further de-
pleted, the government's
parliamentary majority is
still viable, say political ob-
servers — and will remain
so unless and until the NRP
decides deliberately to
bring Begin down.
The secession of the two
DM MKs puts Yigael Hur-
witz and his three-man Rafi
faction in a stronger than
ever position in the ongoing
arguments over his de-
mands for slashes of the
state budget. Hurwitz's own
secession now would put the
coalition majority in a pre-
carious situation indeed.
Nevertheless, experi-
enced political observers
continue to see the NRP as
the key to the continued
existence of the present
government. With its 12
MKs the NRP could pull
down the government over-
night.
For the moment, the
voices within NRP favor-
ing such action are dis-
united and, even when
taken together, comprise
only a small minority of
the party. They include
Knesseters: David Glass
of the "Central Faction"
and Avaraham Melamed
of the "Lamifne Faction,"
the party's two died-in-
the-wool doves and
Knesseter Yesh-uda
Ben-Meir of the "Young
Guard" Faction, a hawk
who feels this govern-
ment has irreparably

TEL AVIV (JTA) — Gen.
Amos Horev, president of
the Haifa Technion, warned
last Sunday that delays in
the development of nuclear
power in energy-poor Israel
have grave implications for
the country's stability and
national security. Address-
ing the annual convention
of the Technion's Board of
Governors, Horev said the
situation warrants a serious
reappraisal.
He noted that Israel's
first nuclear power plant
was to have been dedicated
this year. "But we failed and
whatever the reasons for
our failure were, the fact
remains that we have lost
another decade in our na-
tional energy crisis," Horev
said.
He observed in that con-
nection that many under-
developed countries were
well ahead of Israel in plan-
ning and operating nuclear
power systems.

consisting of some 300
members from seven coun-
tries, convened under the
chairmanship of Evelyn de
Rothschild of Britain..

failed in socio-economic
affairs.
Arye Ben-Natan, strong
man of the "Lamifne Fac-
tion," who is a dove and also
a socialist, has always felt
uncomfortable in tandem
with Likud. Ben-Natan is
especially opposed to the
national health bill now be-
ginning its legislative
course.
He believes both Labor
and the NRP will be -
weakened by this bill, since
people will feel less compul-
sion to join the Histadrut (as
members of one of these par-
ties) in order to benefit from
the labor federation's Kupat
Holim health organization.
So far, NRP heir-
apparent to the leader-
ship, Education Minister
Zevulun Hammer, has
been at the forefront of
those opposing any
thought of forsaking the
Begin government. Some
observers felt they de-
tected a shift this week,
however, when Hammer
told newsmen that if his
ministry's budget were
too heavily cut he would
"no longer be able to
shoulder responsibility."
But this is no more than a
hint, and for the moment
the coalition is still holding
together. Some government
sources believe, in fact, that
the secession of Assad and
Eliahu will strengthen the
coalition by impressing
upon all its members the
real and apparent danger to
their continued power, and
thereby prodding them to
greater unity and less
internal fighting.
