Yehoshafat Harkabi the Hawk
Turns Dove, But His Qualified
Views Demand Consideration

Yehoshafat Harkabi has become a leader in the ranks
of the Israeli doves. He yields to the "Palestinian" demands.
He would consent to a Palestinian state.
He was a leader among the
hawks. When this commen-
tator interviewed him some
15 years ago, after he had re-
tired from his generalship as
chief of intelligence in the Is-
rael army, he would not yield
to any of the Arab demands.
He then told this reporter
that of the more than 350
books published in Arabic on
the Israel-Arab problem, he
had read more than 180. He is
a master of Arabic as much as
of Hebrew and English. He
taught at Harvard and has
lectured widely.

He was involved in de-
bates with Arabs and was_ humiliated by them numerous
times.
Now, with the pressures mounting, he advocates con-
cessions by Israel. As a leader among the does he has

"I am a Machiavellian dove," he said. "I want
Israel to get the best settlement. That is a settle-
ment that finalizes the conflict. The later it is, the
worse it is for Israel.
"I am for finalizing the conflict, and you don't
do that without recognizing that the Palestinians,
like any other human group, deserve self-
determination. The British had to get out of India,
and Israel will have to get out of the West Bank."
General Harkabi had a hawkish reputation be-
cause of his articles and books concluding that
Arabs meant what they said about destroying Is-
rael. He is "still deeply in doubt," he said, about
whether the Palestine Liberation Organization
has moderated that goal, although some impor-
tant Palestinians were ready for a state that
would live in peace alongside Israel.
"I don't feel guilty toward the Palestinians, that
we owe them something," he said. "They were so
extreme. But I believe in reality. We have to give
them some satisfaction. That's the relativist posi-
tion — seeing that the other side are human be-
ings, too, with needs, and it's the realist position,
because otherwise it won't succeed.

Where would the PLO fit in?
I still consider the PLO an ugly movement be-
cause it holds to an absolutist position, arrogating
to themselves rights which they are not ready to
concede to others. They start from an axiom —
that Palestine belongs to the Palestinians — and
leave no room for a compromise with Israel's
interests. The PLO position sees the West Bank as
a first step, saying that Israel should withdraw
and -leaving the door open for a continuation of
the conflict. To me, that is the. lowest point of
perversity. In politics, there should always be

relativist positions. Israel should withdraw from
the West Bank only if it means an end to the con-
flict.
Perhaps the "hawk" comes closer to the "dove" in the
protective and defensive obligations of a man, acting for the
nation, who cannot, must not, overlook a basic fact: he
pleads for recognition and is snubbed. He offers a friendly
hand and is rejected.

Perhaps the realistic, the rational in Arab ranks will
come forth reasonably to act with Yehoshafat Harkabi for
peace. It seems certain that it won't be Arafat.
