In New York, Donald F. McHenry, the United States Ambassador to the United Nations, maintains that President Carter did not "disavow" the United Na- tions Security Council reso- lution March 1 criticizing Israel's settlement policy, only the references to Jerusalem, according to an interview in the biweekly journal The New Leader. In the interview with Gertrude Samuels, a UN correspondent, McHenry said Carter did not disavow the vote. "He (Carter) explicitly said it was with regard to references to Jerusalem," the ambas- sador said. "He went on to reiterate the policy with regard to settle- ments." McHenry asserted that the March 1 resolution "did not condemn Israel" and "was not an anti-Israel vote. It was an anti-settlement vote. I think it's important - to get that clear." The U.S. envoy rejected claims that he personally supported the resolution de- spite the Administration's views. "I work for the gov- ernment and, when I speak, I speak for the govern- ment," he said. "No one has ever heard me express my personal views." In a related development, Ivan J. Novick, president of the Zionist Organization of America, characterized the question of Israeli settle- ment policy as a "mislead- ing and false issue." Said Novick, "The set- tlements are not an im- pediment to a Middle East peace except as the Arab world prefers to construe them as such. They present no roadblock to harmonious co-existence between New Rector TEL AVIV — Prof. Yoram Dinstein, dean of the law school of Tel Aviv Uni- versity, has been elected re- ctor of the university.
