Council member Kenneth Cockrel urged his col- leagues to approve the per- mit and then plan a massive counter-demonstration to the march. Cockrel, the di- rector of Michigan's chapter of the American Civil Liber- ties Union, said the council should approve the permit to avoid making the Nazis and Klansmen "First Am- mendment martyrs." Council members David Eberhard, Herbert McFad- den and Jack Kelley said they would vote to deny the group's application for a parade permit. The final vote on the permit should occur within the next few weeks.
