Jewish emigration from the
USSR fell to the lowest level
of 1980 in May when only
1,976 Jews reached Vienna.
According to the Student
Struggle for Soviet Jewry
and Union of Councils for
Soviet Jews, this was 52
percent below last year's
monthly average exit. Some
62 percent of the May
emigres did not go to Israel.
