Avigdor Ben-Gal issued Sunday four restriction orders against four leading Israeli Arabs in connection with an anti- government protest rally held in Nazareth last week. The orders were given ac- cording to mandatory emergency regulations, that are seldom in use within Israel. They were seen here as a warning to Israeli Arabs not to adopt the radical anti-Arab trend which characterized the `vest Bank in recent flths. The Nazareth rally, in which mayors and council members of most Arab towns and villages were as- sembled, was called in sol- idarity with West Bank Mayors Bassam Shaka and Karim Khalaf, who were I. The rally served as a podium for the Com- munist Mayor of Nazareth, Tawfik Zayyad, who sharply criticized the occupation of the West Bank, and jus- tified military action in order to "liberate the ter- ritories." The four men are Saliba Khamis, one of the key fig- ures in the Communist Party-Rakah — and one of the editors of its newspaper "Ittihad." The second is Mohammad Miari, a lead- ing Haifa lawyer and an active member of the Arab committee for the protec- tion of Arab land — which was behind the various "land days" marked by Is- raeli Arabs. The third person is Ramzi Khouri, a veteran Arab Hotel Administrators, Computer Programmers Needed in Israel NEW YORK — Construc- tion of new hotels in Israel has created a demand for professionally-trained per- sonnel in the field of hotel administration. According to Avraham Frank, director of employ- ment programs for the Is- rael Aliya Center of North America, a comprehensive course in this field in Israel is now accepting applicants from North America. The Central School for Hotel Training at the Tadmor Hotel in Herzliya, offers an 18-month program leading to a diploma awarded by the Ministry of Labor, Ministry of Education and the Minis- try of Tourism. Students in the program are given on-the-job train- ing in cooking and serving, reception, accountancy, cost-accounting, -market- ing, sales and personnel management. Since lectures at the school are given in He- brew, a sound knowledge of the language is re- quired. Meanwhile, for others contemplating aliya, a sur- vey conducted recently by the Israel Center for Infor- mation Systems indicated only one computer pro- grammer available in Israel for every four needed. The center is conducting a professional training pro- gram for immigrants to Is- rael from North America. Former Begin Cohort Asks for New Party TEL AVIV (JTA) — Elimelech Rimalt, a former close associate of Premier Menahem Begin who he helped establish the Likud coalition, accused him of non-leadership and urged the formation of a centrist party to confront Likud in the next elections. Rimalt, a member of Likud's Liberal Party wing and at one time its leader, spoke at a meeting of the Shai faction which defected last year from the Demo- cratic Movement for Change and left the coali- tion. "Likud has long ceased to disappoint its voters, it sim- ply causes them to despair," said Rimalt. He charged that the present govern- ment is no government, its leadership is no leadership and its policies go round and round in an endless circle.
