WASHINGTON (JTA) —
The Conference of
Presidents of Major Ameri-
can Jewish Organizations
Wednesday endorsed an-
other one-year extension of
most-favored-nation (MFN)
trade status for Romania.
In written testimony
submitted on behalf of the
conference, Jack Spitzer,
president of Bnai Brith In-
ternational, one of the con-
stituent organizations, told
members of the House Ways
and Means Committee that
despite some persisting
problems, members of the
conference believed that
Jewish emigration from
Romania — a major factor
in granting MFN to the
Bucharest government was
moving ahead "reasonably
well."
Spitzer noted that in the
five years since Romania

Court Rejects
Kahane Appeal
JERUSALEM (JTA) —
The Supreme Court has re-
jected appeals by Rabbi
Meir Kahane, leader of the
ultra-nationalist "Kach"
movement and his associ-
ate, Baruch Green, to re-
scind the administrative de-
tention orders under which
they were imprisoned last
month. The court also re-
fused to reduce the orders to
house arrest.
As Kahane was led from
the court last Friday, re-
porters asked him for - his
reactions to the June 2
bomb attacks on the West
Bank which 'severely
maimed two Arab mayors
and blinded a Druze police
sapper.
Kahane replied, "This
week has been a holiday for
me and all of Israel. It seems
that good Jews took revenge
for the blood of Jews spilled
in Hebron.
In a related development,
the Israel Radio report that
Israeli police arrested Yossi
Dayan, an aide to Rabbi
Kahane, is erroneous.
Meanwhile, U.S. consular
officials visited the jailed
Rabbi Kahane. The officials
said that the visit was the
same as that provided any
detained American citizen
without prejudice to the
case. Kahane holds dual Is-
raeli and U.S. citizenship.
Menten Trial
Interrupted
AMSTERDAM (JTA) —
The second trial of alleged
Nazi war criminal Pieter
Menten will be interrupted
while an expert goes to the
Soviet Union to search for
additional evidence.
The Rotterdam district
court, where the trial
opened last month, agreed
last week to a request by de-
fense attorney Eduard de
Liagre Boehl to have the
War Crimes Archives in
Moscow examined to see if
they contain material to
substantiate Menten's
claim that he was not in-
volved in the crimes with
which he is charged.
The court selected Willem
R. Veder, a professor of
Slavonic languages at the
University of Nijmegen, to
visit the archives and sub-
mit his report by next Fri-
day.

Jewish emigration to
Israel slid from 3,700 in
1974 — the first full year
prior to MFN — to 1,200 in
1978 and 1979. Spitzer re-
ported conceding that
the decline could be at-
tributed partially to the
shrinking base for emig-
ration.
He said U.S. Jewish
organizations "were con-
vinced that the decline also
had something to do with
the (Romanian) govern-
ment's policy of discourag-
ing emigration."
But last summer the
Romanian government
negotiated with the
Presidents Conference and
reached an agreement —
"endorsed by the U.S. gov-
ernment itself' which,
Spitzer explained, the con-
ference hoped would result
in increased Jewish emigra-
tion as well as a means of
monitoring applications in
process.
