Haaretz Decries West Bank Rule TEL AVIV (ZINS) — The indefinite postponement of municipal elections in Judea and Samaria, Haaretz contends, "is an indication of a difficult situ- ation which did not exist several years ago . . ." and is the result of "13 years of Is- raeli rule" which ' has strengthened the Arab re- sistance in these areas.
