The Moroccan News Agency reported Wed- nesday that Fand now claims that the Washing- ton Post misinterpreted his remarks as meaning that Saudi Arabia would make any unilateral move toward Israel. Vladimir Karpov, a writer who is a hero of the Soviet Union, the highest honor bestowed by the Soviet government, said that if Israel decided to go to Moscow there will be no difficulties or hard- ships for its athletes. * * * Fand's remarks to Graham had implied just the opposite — that the Saudis would attempt to create an Arab consensus to negotiate with Israel. In fact, Egyptian Defense Minister Kamal Hassan Ali told reporters on Monday that Egypt's position was the same as Saudi Arabia's. "This is a Saudi message to Israel that Arab coun- tries are ready to join the peace talks if Israel is pre- pared to give up the occu- pied Arab territories," Ali said. Israel Foreign Minister Yitzhak Shamir said that Israel was ready to negotiate with the Saudis with no preconditions. But he told a grOup of, visiting American Congressmen that there was nothing new in Fand's statement.
