WASHINGTON
Jewish War Veterans
Commander Harris B.
Stone, in a strongly-worded
letter to the editor of the
Navy Times, has criticized
an interview given by Vice
Admiral Marmaduke G.
Bayne in which Bayne al-
leged that the failure of the
United States and the
Arabs to come to an under-
standing regarding the
Palestinians has, in effect,
denied the United States
bases in the Persian Gulf.
Stone said, "The admi-
ral's political analysis of the
Persian Gulf area demon-
strates a naivete as to the
realities in Middle East af-
fairs."

Death Penalty
Veto Supported

NEW YORK — The New
York Chapter of the Ameri-
can Jewish Committee has
written every member of
the state Assembly in sup-
port of Gov. Hugh Carey's
veto of a bill that would
have enacted, the death
penalty in New York state.

ORT Centenary
Parley to Feature
Begin, Navon

NEW YORK — Some 100
leaders of Women's Ameri-
can ORT (Organization of
Rehabilitation Through
Training), will attend the
Centenary World ORT
Congress in Jerusalem,
May 30-June 6.
Former Israeli Ambas-
sador to the United Nations
Chaim Herzog, who is
chairman of the executive
committee of the World
ORT Union and president of
ORT-Israel, will welcome
the delegates. Israel's
president, Yitzhak Navon,
and Prime Minister,
Menahem Begin, as well as
other high Israeli officials,
will address sessions of the
Congress.

Seminary Prints
Concordance to
Israeli Talmud

NEW YORK — "The
Concordance to the Talmud
Yerushalmi," an alpha-
betical index of all the terms
appearing in the Palesti-
nian Talmud, has been pub-
lished by the Jewish
Theological Seminary of
America.
The concordance was
compiled by Moshe
Kosovsky based on the Ven-
ice edition of 1524. Kovosky
combined the indexing
technique perfected by his
father, Chaim Kosovsky,
who compiled concordances
to the Mishna and Babylo-
nian Talmud with modern,
computerized indexing.

prehensible to the best of
Jewish youth, it is the pres-
sure to equate its essence
with the religious for-
malism of the Orthodox —
their fanatically religious
viewpoint and way of life
has no bridge leading to
contemporary youth.
"Their (the Orthodox)
horizon and political
perspective' are so limited
that they can have no
understanding whatsoever
of a modern approach. This
group will one day use its
growing power in a most
unexpected and stubborn
manner. It will choose a de-
cisive moment to defy the
leadership. In practice it is
already seeking to domi-
nate our propaganda cam-
paign, our funds, our educa-
tional activity and our vot-
ing system."
These excerpts, according
to some readers, illustrate a
parallel between Weiz-
mann's warning and the
present day activities of the
Gush Emunim who, many
Israelis fear, exert a dispro-
portionate influence on
Premier Menahem Begin
and some members of his
government with respect to
domestic and foreign
policies.

Arabs Win
Bank Control

WASHINGTON — Weal-
thy Arab investors are
about to take over Financial
General Bankshares, a
small chain of U.S. banks,
which they hope to trans-
form into a rival of the
world's biggest banking in-
stitutions, according to
Newsweek magazine.
The businessmen from
Saudi Arabia, Kuwait and
Abu Dhabi plan to channel
their own funds into Finan-
cial General and use their
influence in Persian Gulf
countries to woo petrodollar
accounts, including some
now invested in New York.
Former Defense Secre-
tary Clark Clifford and
former Sen. Stuart
Symington helped the
Arabs win a bitter take-over
battle from ofrmer Navy
Secretary J. William Mid-
dendorf.

NY Fellowship

NEW YORK (JTA) — A
two-year post masters
work-study fellowship is
being offered by the Wiener
Educational Center of the
Federation of Jewish
Philanthropies.
The fellowship, which in-
cludes an annual stipend of
$14,500 to $16,000, will be
awarded to the chosen can-
didate with a master's in so-
cial work, or a related disci-
pline, and with a commit-
ment to service in the
Jewish communal field.

On the Mount .. .

NEW YORK (JTA) --
The National Foundation
for Jewish Culture reported
that 54 Jews from four
states, came to the top of a
North Carolina mountain to
participate in a Yiddish in-
stitute.
