' NEW YORK (JTA) — Is- rael's Minister of Agricul- ture Ariel Sharon told lead- ers of the American Or- thodox community last week that settlement of American Jews in the occu- pied territories around Jerusalem, in Judaea and Samaria, as well as in the Gaza Strip is Israel's pre- sent priority. Addressing the more than 1,000 lay and rabbinic lead- ers attending the Union of Orthodox Jewish Congrega- tions of America's national dinner, Sharon called on the assembled leaders to "send groups to Judaea and Samaria, even temporarily, as a symbol." Also, the tendency of U.S. public opinion, as reflected in the media, to minimize the human losses of dead and injured as a result of Arab terrorist attacks, while magnifying out of proportion Israel's re- sponses to these incidents; and the constant pressure on Israel to give up her claims to Jerusalem. Sharon called upon American Jews to speak out in response to these chal- lenges and problems and to exert their influence on U.S. policy and leadership to pro- tect Israel and Jewish interests. He emphasized that these are Jewish problems, not just Israeli problems and that it was time for the Or- thodox community in the U.S. to play a more active role in Israel. Kol Yisrael Offers Seminar Israel Waits for Talks to Resume JERUSALEM (JTA) — Premier Menahem Begin has written to President Anwar Sadat of Egypt say- ing that Israel awaits a re- sumption of the suspended autonomy negotiations. Replying to a letter from Sadat, the Israeli leader re- called that Egypt had been the one that had (twice) suspended the talks — and it was now up to Egypt to initiate their resumption. Aides said Begin's mis- sive was couched in polite tones. The premier wrote that the precise ar- rangements for a resump- tion would have to be made in tripartite consultations. In Jerusalem, U.S. Am- bassador Samuel Lewis held separate meetings with Foreign Minister Yitzhak Shamir and the autonomy chief Interior negotiator, Minister Yosef Burg — but had apparently little news for them on pros- pects of a resumption. Begin, in his letter, re- plied to Sadat's contention that the recent Knesset vote on Jerusalem and the West Bank settlements were souring the atmosphere around the negotiations. On Jerusalem, he said the bill that had been referred to committee by a near- unanimous vote of the House was not new.
