Mrs. Kraft reported the organization's earnings of more than $180,000 for the women's $250,000, three- year commitment to Moshav Dishon in Israel. (JTA) — The Workmen's Circle, the world's largest Jewish fraternal labor order, criticized Premier Menahem Begin's West Bank policies at its 80th jubilee national convention here and called for "mean- ingful autonomy" for the 'Palestinian Arabs but with adequate safeguards for Is- rael's security. It declared the status of Jerusalem as Israel's capi- tal non-negotiable. The convention also up- held the principle of full support for any Soviet Jew who wishes to immigrate to the United States, even if he leaves the USSR on an Is- raeli visa.
