Shirley Kraft was in-
stalled as president of De-
troit Women of Jewish Na-
tional Fund at a dessert-
luncheon meeting Tuesday
at Temple Emanu-El.
Mrs. Kraft reported the
organization's earnings of
more than $180,000 for the
women's $250,000, three-
year commitment to
Moshav Dishon in Israel.

Bloom was awarded a cer-
tificate indicating that her

name has been inscribed in
the JNF Golden Book in
Jerusalem, "in tribute to
her achievement , as local
leader during the past two
years." The presentation
was made by Alan Herbach,
assistant JNF director, on
behalf of Carmi
Slomovitz, JNF president.
Esther Allan, noted
pjanist, presented a con-
cert of classical music
and her own composi-
tions. Mrs. Joseph Mar-
kel is vice president and
program chairman. Mrs.
Jacob Axelrod was
chairman of the day. Viv-
ian Beresh led in the sing-
ing of the national an-
thems, accompanied at
the piano by Sonia
Lipenholtz.

— The Workmen's Circle,
the world's largest Jewish
fraternal labor order,
criticized Premier
Menahem Begin's West
Bank policies at its 80th
jubilee national convention
here and called for "mean-
ingful autonomy" for the
'Palestinian Arabs but with
adequate safeguards for Is-
rael's security.
It declared the status of
Jerusalem as Israel's capi-
tal non-negotiable.
The convention also up-
held the principle of full
support for any Soviet Jew
who wishes to immigrate to
the United States, even if he
leaves the USSR on an Is-
raeli visa.
Those policies were em-
bodied in resolutions
adopted by the 1,000 con-
vention delegates and in the
acceptance speech by Israel
Kugler, a professor of social
sciences at New York City
Community College, who
was elected president of the .
