at Bonds 'Act of Faith' Luncheon

Prison Program
for First-Timers
A cash flow of Israel Bond
investment and reinvest-
ment low interest loan dol-
lars will be mobilized at the
Greater Metropolitan De-
troit State of Israel Bonds
"Act of Faith II" Luncheon,
to be held noon June 18 at
Cong. Shaarey Zedek.
The community-wide
event will honor one of Is-
rael Bonds Women's Di-
vision• leadership, Betty
Provizer Starkman, and
will culminate a months-
long effort by the Israel
Bond Reinvestment Com-
mittee.
The volunteer committee
is contacting hundreds of
holders of matured Bonds,
requesting that they rein-
vest their cash in Israel's
economic development pro-
gram as an "act of faith" in
Israel's brighter future.
Chairman and co-chairman
of the Reinvestment Com-
mittee and Luncheon are
Betty Rath and Alice Ross.
Admission to the event will
be reinvestment of matured
Bonds or cash payment of
1980 purchases of any Bond
denomination.
The honoree, a native
of Detroit, attended the
University of Wisconsin
and Wayne State Univer-
sity, where she won many
awards for oratory and
debate and earned a
scholarship for radio
work in inter-state
competitions. She was
the first woman to ever
compete in the National
Delta Sigma Rho (honor
society) Oratory Contest,
placing second in the
1951 contest.
During her university
years she was president of
the Detroit-Windsor Coun-
cil of Bnai Brith Girls and -
was active in Hillel Founda-
tion, the Student Council
MIAMI — American re-
habilitation experts have
joined with the heads of Is-
rael's Tel Mond Youth
Prison Project in an ex-
change of plans and pro-
grams , to aid first-time of-
fenders in reducing their
prison sentences.
Heading up the program
in America is Rabbi Rubin
R. Dobin of Miami and in
Israel the chairman is
David Grossman, of the
Haim Kimron prison.

With a degree in social
work, Mrs. Starkman was
employed by the state of
Michigan as a social
worker, and also worked for
Bnai Brith, organizing
youth groups throughout
Michigan.
A life-long Zionist, the
honoree has been active
with the Bond organization
for 13 years and is a member
of the Women's Division
Executive Board, a former
Israel Bond Fashion Show
chairman and former co-
chairman of the Reinvest-
ment Committee and Cash
Collection Committee.
Mrs. Starkman is the
secretary and one of the
founders of Detroit's
Magen David Adorn
chapter, a board and
cabinet member of the
Anti-Defamation League,
and a member of the
Jewish Community
Council.
With husband. Dr. Morris
Starkman, first Chairman
of the Medical Division of
Israel Bonds, she was in-
strumental in organizing a
massive airlift of medical
supplies during the Six-Day
War.
The Starkmans are mem-
bers of Cong. Shaarey
Zedek, are members of the
executive board of the
Zionist Organization of De-
troit and are active with the
Allied Jewish 'Campaign.
Mrs. Starkman is a
member and past board
member and officer of the
Women's Auxiliary of the
