The agencies also pro- vide wherever possible a dollar breakdown of what each program will cost and inform the division how any budget cuts will affect their programs," he said. "Even if we provide 100 percent of last year's funds, the agencies won't be able to provide 100 percent of last year's service," he said, be- cause of inflation. "The di- visions, together with the agencies, have to decide who will get how much. Sometimes, certain pro- grams may have to be drop- ped." That budgeting and planning are indeed a year-round task was em- phasized by 'Dr. Giles. We have to see that the agen- cies are meeting communal needs. During the year each division becomes aware of additional needs or chang- ing priorities. At budgeting time, in the spring, these priorities are expressed in dollars." Most of the time, agency changes are gradual. New programs may start as ex- perimental pilot projects funded by the Jewish Com- munity Foundation. If the experimental program is successful, it may become part of an agency's regular program. Other changes happen quickly, should a need sud- denly arise. The rapid in- flux of Soviet Jewish im- migrants into the Detroit community is a good exam- ple. "Deciding on an alloca- tion is not a scientific proc- ess; we don't use corn- puters," said Alan D. Kan- del, Federation's assistant director in charge of plan- ning. "It's a human decision made by real people facing DR. CONRAD GILES real-life issues. The volun- teers who serve on the budgeting and planning ,di- visions devote a great deal of their time to study the is- sues and problems." The divisions' proposed allocations must be ap- proved by Federation's Executive Committee and Board of Governors. While changes are made some- times, the Executive Committee and Board have a great deal of respect for the division leaders; they don't overrule their reports lightly," said Dr. Giles. While the four divisions meet to discuss the work of their agencies, the Confer- ence of Division Chairmen is concerned with issues which face the community as a whole. The division chairmen and co-chairmen who make up the conference get together regularly to look at what's going on in the various divisions. The committees feed ideas to the agency boards, who in turn bring new ideas to the division. In some in- stances, new programs are suggested by a member of Federation's board and then sent to the agencies for de- velopment," he said. "There's room for input from members of the com- munity at every level." Last year, the Culture and Education Division dis- tributed a total of $1,991, 896 to the agencies under its umbrella. The Community Services Division distrib- uted $1,398,167 and the Na- tional and Community Re- lations Agencies Division, $532,980. The Committee on Capital Needs allocated $700,000.
