Spain's Attitude on Israel Analyzed

In an article in the New
York Times on "Spain and
the Arabs," Jose Antonio
Martinez Soler, former
foreign editor and now chief
economics editor of the
Madrid daily El Pais, ex-
plained the position pur-
sued by Spain on Israel and
the Middle East in relation
to the Arabs. He wrote in
part:
"There is some pressure
for Spain to recognize Is-
rael, particularly as it pre-
pares to enter the Common
Market whose member
countries have common pol-
icy toward Israel. When
Spain joins the Nine, it will
probably align its policy ac-
cordingly. But at present,
foreign pressures for Spain
to establish diplomatic rela-
tions with Israel are not suf-
ficient to change the status
quo.

Spain, which is almost to-
tally dependent on Arab oil,
and could damage its in-
creasing commercial penet-
ration in Middle East coun-
tries.
"The Arabs have made
thinly veiled threats to this
effect, and the constant pos-
siblity of oil blackmail
make recognition of Israel
very difficult, although
most Spaniards would
probably have no objection.
But quite frankly, if a poll
were taken, public opinion
right now would most likely
favor the Palestinian cause.
"This notwithstanding,
the issue is more complex,
for Spain also feels it has an
historical debt to the Jewish
people whom it expelled in
1492. Descendants of those
expelled Sephardic Jews,
who have considered them-
selves political refugees for
nearly 500 years still speak
a 15th Century Spanish.
"Those Jews who. re-
mained here in Spain — the
majority of the Jewish popu-
lation, according to schol-
arly calculations — had to
convert to Christianity.
Many Marranos, or Jewish
converts, were persecuted
by the Inquisition, along
with the Moriscos, or
equally persecuted Islamic
converts.
"A large majority of
present-day Spaniards are
descendants of both
Moorish and Jewish con-
verts and have maintained
a melting pot of the two cul-
tural heritages as well as
identifiable last names:
Nevertheless, domestic
pressure for the recogni-
tion of Israel is weak at pre-
sent.
"The Jewish community
in Spain, although very
active, is not very large, and
fear of economic reprisals
