El Al Receives Praise
in Foiling Bomb Attempt

Linowitz May Have Been
Behind Muskie Naming

ZURICH (JTA) — A
Swiss police spokesman
praised the vigilence of El
Al personnel at Zurich Air-
port last week for foiling an
attempt to blow up a Tel
Aviv-bound Israeli airliner

WASHINGTON (JTA) —
President Carter's selection
of Edmund Muskie, Maine's
Democratic Senator, as his
new Secretary of State to
succeed Cyrus Vance, is un-
derstood here to have been
at the suggestion of his spe-
cial Mideast ambassador,
Sol Linowitz, who also
helped persuade Muskie to
accept the post at age 66.
Widespread reports that
Linowitz or Robert Strauss,
Carter's re-election cam-
paign manager, were in the
running were not taken
seriously in more mature
circles. There was a feeling
the President would elevate
Deputy Secretary of State
Warren Christopher, but
with Muskie's acceptance,
he was asked to stay in his
present position.

Riot Is Blamed
on Rabbi Kahane

JERUSALEM (JTA) —
Rabbi Meir Kahane, foun-
der of the Jewish Defense
League, provoked two days
of rioting on the West Bank
this week by distributing
leaflets calling on Palesti-
nians to leave the area.
Rabbi Kahane was ar-
rested by police and accused
of causing a riot in Ramal-
lah.
Last week, some Jewish
settlers on the West Bank
went on a window-
smashing spree and West
Bank Arab mayors called a
partially-successful general
strike in protest.
Shops in Ramallah and El
Bireh were closed and
workers there did not report
to their jobs because there
was no public transporta-
tion.

on April 26. The spokes-
man, Ulrich Hubacher, re-
ferred to the insistence by
El Al employees that the
suitcase of a suspected
bomb-carrier be inspected a
second time after an initial
police search found nothing.
The suspect, who was car-
rying a forged passport, was
identified as Andreas Raak,
26, a - West German who is
well-known to both German
and Swiss police, having
served 31 months in prison
in Berlin for bank robbery.
Raak claimed after his
arrest that he did not know
he was carrying a bomb.
The police have established
that he was given the suit-
case, th'e passport and
money by a former convict,
Uwe Rabe, 32, who he knew
in prison. They are search-
ing for Rabe who is believed
to know the identity of a
third man involved in the
plot.
According to initial re-
ports, the bomb was taped to
Roak's body, notiin the suit-
case.

WASHINGTON (JTA) —
The American Jewish
Committee has been as-
sured that "there is a very
strong commitment to a
strong Israel with secure
boundaries" on the part of
the official level of the
Roman Catholic Bishops in
the U.S.
In a talk to a recent meet-
ing of the AJCommittee's
Interreligious Affairs
Commission, held at the
Washington Hilton Hotel,
Msgr. George Higgins, sec-
retary for special concerns
of the National Conference
of Catholic Bishops, added
that there was some dis-
agreement among the
bishops about such details
of Israeli foreign policy as
West Bank settlements, but
said such issues were sub-
ject to "constructive de-
bate."

a resolution authorized by
Congress which proclaims
April 21-18 each year as
