The otehr assembly, the European Parliament, concluded a four-day meeting Sunday with a delegation represent- ing the Palestinian Na- tional Council, the Pales- tine Liberation Organiza- tion's de facto Parliament. The European Council's resolution approved by a vote of 22-3, calls on Israel to stop creating new settle- ments in the occupied ter- ritories and says that Is- rael's current policy "is il- legal according to inter- nationa law." The resolution stresses that Israel's refusal to ac- cept Palestinian self- determination and the PLO's refusal to recog- nize Israel's right to exist are both an obstacle to a settlement of the Middle East crisis. Meanwhile, the first meeting of a PLO delega- tion with members of the Bundestag representing all three German parliamen- tary factions last week has generated an angry con- troversy in Bonn. The meet- ing was condemned by pro- Israel members of the three factions but government of- ficials and leaders of the co- alition parties signaled their approval of further contacts with the PLO. - A spokesman for the rul- ing Social Democratic Party (SPD) said that the PLO group and SPD deputies were in full accord that a final settlement of the Mid- dle East conflict implies the right of the Palestinian people to self- determination. That state- ment gave an official stamp to the meeting which was originally described as a private initiative on the part of some members of the Bundestag. Unpopularity TEL AVIV (ZINS) — A recent Public Opinion Re- search Institute poll shows that Menahem Begin's popularity has slipped dras- tically among Israelis. The poll, taken in Feb- ruary showed that only 25.6 percent are satisfied with his performance. Some 45.8 percent said they were dis- satisfied with Begin.
